Abstract
Feeder Wirawiri Suroboyo FD09 rute Terminal Menanggal-Terminal Manukan saat ini hanya melewati kampus serta lokasi bus stop terlalu jauh dari kampus dan tidak dilengkapi trotoar. Penelitian ini bertujuan menganalisis kinerja dari Feeder Wirawiri Suroboyo FD09 Terminal Menanggal Terminal Manukan menggunakan parameter faktor muat (load factor), waktu antara (headway), waktu tempuh, kecepatan perjalanan, dan waktu tunggu. Untuk meningkatkan demand dengan kesediaan mahasiswa didukung aksesibilitas jarak menuju halte lebih dekat, lalu di plotting menggunakan software QGIS. Dan akan dilakukan perhitungan biaya operasional rute rencana serta kelayakan investasi dilengkapi subsidi yang dibutuhkan terhadap rute tersebut. Metodologi penelitian melibatkan pengumpulan data primer meliputi kinerja feeder FD09, kesediaan mahasiswa menggunakan feeder data naik turun penumpang eksisting, data jarak terdekat bus stop menuju Unesa, serta data sekunder meliputi jadwal dan rute trayek FD09, dan biaya operasional feeder. Pengumpulan data dilakukan pada hari kerja (05.30-18.00), kemudian akan dilakukan analisis menggunakan ketentuan Direktorat Jenderal Perhubungan Darat 2002 untuk kinerja angkutan umum, ketentuan penyediaan prasarana jaringan pejalan kaki pada Peraturan Kementerian Pekerjaan Umum 2014 untuk penentuan rerouting dan aksesibilitas, metode PCI 1987 untuk perhitungan biaya operasional kendaraan, dan analisis kelayakan investasi menggunakan metode NPV serta BCR Hasil penelitian menunjukkan bahwa kinerja operasional Feeder FD09 eksisting memiliki nilai load factor rata-rata sebesar 47%, headway 26 menit, kecepatan rata-rata 22 km/jam, dan waktu tunggu penumpang 13 menit. Analisis potensi demand mengungkap bahwa 67% atau 254 sampel mahasiswa menyatakan bersedia beralih menggunakan feeder jika rute masuk ke kawasan kampus. Berdasarkan pemetaan QGIS, diusulkan rute rencana yang memasuki kawasan kampus dengan penambahan empat titik bus stop strategis, antara lain di Halte Teknik Informatika, Halte Lapangan Tenis, Fakultas Ekonomika dan Bisnis, dan Gerbang depan. Secara finansial, hasil analisis kelayakan menunjukkan nilai NPV=0 dan BCR sebesar 1 dengan skenario pengadaan dan biaya operasional tunai maupun kredit, yang mengindikasikan bahwa perencanaan re-routing ini layak dilaksanakan dan berada pada titik impas dengan dukungan subsidi pemerintah untuk meningkatkan kapasitas angkut penumpang. Penelitian ini menyimpulkan bahwa modifikasi rute Feeder FD09 masuk ke dalam Kampus Unesa Ketintang dapat mengoptimalkan keterisian penumpang sekaligus memberikan solusi transportasi yang aman dan nyaman bagi mahasiswa Kampus Unesa Ketintang.

Feeder Wirawiri Suroboyo FD09 route Menanggal Terminal - Manukan Terminal currently only passes through the campus and the location of the bus stop is too far from the campus and is not equipped with sidewalks. This study aims to analyze the performance of the Feeder Wirawiri Suroboyo FD09 Menanggal Terminal - Manukan Terminal using the parameters of load factor, headway, travel time, travel speed, and waiting time. To increase demand with the willingness of students supported by accessibility of distance to the nearest bus stop, then plotted using QGIS software. And there will be a calculation of the operational costs of the planned route and the feasibility of investment plus the subsidies needed for the route. The research methodology involves the collection of primary data including the performance of the FD09 feeder, the willingness of students to use feeder data on the arrival and descent of existing passengers, data on the nearest bus stop to Unesa, as well as secondary data including the schedule and route of the FD09 route, and the operational costs of the feeder. Data collection is carried out on weekdays (05.30-18.00), then analysis will be carried out using the provisions of the Directorate General of Land Transportation 2002 for the performance of public transportation, the provisions of pedestrian network infrastructure in the 2014 Ministry of Public Works Regulation for the determination of rerouting and accessibility, PCI 1987 method for calculation of vehicle operational costs, and analysis of investment feasibility using the NPV and BCR methods
The results showed that the operational performance of the existing FD09 Feeder had an average load factor value of 47%, a headway of 26 minutes, an average speed of 22 km/h, and a passenger waiting time of 13 minutes. A potential demand analysis revealed that 67% or 254 samples of students stated that they were willing to switch to using feeders if the route entered the campus area. Based on QGIS mapping, a planned route is proposed that enters the campus area with the addition of four strategic bus stop points, including at the Informatics Engineering Stop, Tennis Court Stop, Faculty of Economics and Business, and the front gate. Financially, the results of the feasibility analysis showed an NPV=0 and BCR value of 1 with a procurement scenario and cash and credit operational costs, which indicates that this re-routing planning is feasible and is at break-even with government study concludes that the modification of the Feeder FD09 route into the Unesa Ketintang Campus can optimize passenger occupancy while providing a safe and comfortable transportation solution for Unesa Ketintang Campus students.
