Abstract
Sektor manufaktur di Indonesia, khususnya di Provinsi Jawa Timur, tengah menghadapi tekanan ekonomi yang signifikan, ditandai dengan kontraksi pertumbuhan indeks produksi hingga –5,30% pada tahun 2023. Kondisi ini berdampak pada keterbatasan finansial perusahaan di Kabupaten Pasuruan, terutama pada subsektor padat karya, sehingga banyak pekerja Generasi Z menerima upah di bawah standar Upah Minimum Kabupaten (UMK). Penelitian ini bertujuan untuk menganalisis peran Human Resource Policies and Practices dalam menjaga Job Performance pekerja Generasi Z di tengah keterbatasan finansial tersebut, dengan Perceived Organizational Support (POS) sebagai variabel mediasi berdasarkan kerangka Social Exchange Theory (SET). Penelitian ini menggunakan pendekatan kuantitatif dengan melibatkan 150 responden pekerja Generasi Z pada subsektor alas kaki, pengolahan kayu, furnitur, dan tekstil di Kabupaten Pasuruan. Data dianalisis menggunakan Structural Equation Modeling berbasis Partial Least Squares (SEM-PLS). Variabel yang diteliti meliputi Compensation & Benefits, Training & Development, Career Development, Reward & Recognition, serta Equality & Diversity. Hasil penelitian menunjukkan bahwa Compensation & Benefits dan Equality & Diversity berpengaruh positif dan signifikan terhadap Job Performance, sementara variabel lainnya tidak menunjukkan pengaruh signifikan baik terhadap kinerja maupun POS. Temuan ini mengindikasikan bahwa dalam kondisi ekonomi yang tertekan, kinerja pekerja Generasi Z lebih dipengaruhi oleh pemenuhan hak dasar dan perlakuan yang adil dibandingkan program pengembangan formal. Penelitian ini memberikan implikasi praktis bagi perusahaan manufaktur di Pasuruan untuk merancang kebijakan SDM yang lebih adaptif, realistis, dan berorientasi pada dukungan sosial dalam menjaga produktivitas tenaga kerja di masa krisis.

The manufacturing sector in Indonesia, particularly in East Java Province, is currently facing significant economic pressure, marked by a contraction in the production index growth of –5.30% in 2023. This condition has resulted in financial constraints for companies in Pasuruan Regency, especially within labor-intensive sub-sectors, leading many Generation Z workers to receive wages below the Regency Minimum Wage (UMK) standard. This study aims to analyze the role of Human Resource Policies and Practices in maintaining the Job Performance of Generation Z workers amidst these financial limitations, with Perceived Organizational Support (POS) serving as a mediating variable based on the Social Exchange Theory (SET) framework. This research employs a quantitative approach involving 150 Generation Z respondents working in the footwear, wood processing, furniture, and textile sub-sectors in Pasuruan Regency. Data were analyzed using Structural Equation Modeling based on Partial Least Squares (SEM-PLS). The variables examined include Compensation & Benefits, Training & Development, Career Development, Reward & Recognition, and Equality & Diversity. The results indicate that Compensation & Benefits and Equality & Diversity have a positive and significant impact on Job Performance. In contrast, other variables showed no significant effect on either performance or POS. These findings suggest that under distressed economic conditions, the performance of Generation Z workers is more strongly influenced by the fulfillment of basic rights and fair treatment rather than formal development programs. This study provides practical implications for manufacturing companies in Pasuruan to design HR policies that are more adaptive, realistic, and oriented toward social support to maintain workforce productivity during times of crisis.
