Abstract

Perusahaan Minyak di Jawa Tengah merupakan perusahaan dengan skala produksi dan pengolahan minyak skala besar yang berkontribusi terhadap penyediaan minyak Indonesia. Perusahaan ini memiliki 8 buah generator dengan rincian 6 Gas Turbine Generator (GTG) dan 2 Essential Diesel Generator (EDG). Untuk operasi harian, perusahaan menggunakan 5 GTG sebagai catu daya utama. Perusahaan mengalami kondisi darurat yaitu system blackout akibat gangguan hubung singkat pada feeder main bus generator. Diadakan evaluasi kestabilan transien untuk mengetahui kondisi kestabilan sistem kelistrikan dalam menghadapi gangguan. Evaluasi juga dilakukan mengenai skema pelepasan beban eksisting yang ada pada perusahaan. Komparasi standar pelepasan beban yang digunakan menggunakan standar IEEE C37.106-1987 dengan skema under frequency relay (UFR) untuk tiga tahap pelepasan. Pada kasus generator outage, pelepasan beban status terbukti lebih cepat untuk mengembalikan sistem ke kondisi stabil. Pada kasus short circuit, pelepasan beban berdasar standar IEEE C37.106-1987 dapat mengembalikan sistem kestabilan dengan lebih cepat. Konfigurasi jaringan yang digunakan pada operasi sistem memiliki dampak yang berbeda-beda terhadap gangguan yang terjadi. Nilai waktu pembukaan circuit breaker atau clearing time berpengaruh terhadap waktu kestabilan yang akan diraih setelah gangguan hubung singkat terjadi.

Oil company in Central Java operates large scale oil production and processing facilities that play a significant role in Indonesia’s oil supply. The facility is powered by eight generators, comprising six Gas Turbine Generators (GTGs) and two Essential Diesel Generators (EDGs), with five GTGs serving as the primary power source during normal operation. The plant recently experienced a system blackout triggered by a short circuit fault on the generator main bus feeder. To assess the system’s resilience, a transient stability analysis was performed, alongside an evaluation of the existing load shedding scheme. The study compares the company’s current strategy with the IEEE C37.106-1987 standard, applying a three-stage under frequency relay (UFR) scheme. For generator outage scenarios, status based load shedding restored system stability more rapidly. Under short circuit conditions, the IEEE based load shedding scheme achieved faster stabilization. The results also highlight that the operational network configuration significantly influences system response to disturbances. Additionally, circuit breaker clearing time was shown to have a direct impact on the time required for the system to return to stable operation following a short circuit event.
