Abstract
Hadir Tech merupakan startup software house SME yang beroperasi menggunakan model full-virtual office dengan struktur tim berbasis komunitas. Model operasional ini menawarkan fleksibilitas tinggi, namun menghadirkan risiko pada konsistensi kualitas, transfer pengetahuan lintas proyek, dan ketiadaan tata kelola TI formal. Penelitian ini bertujuan mengukur kapabilitas saat ini dan merancang tata kelola TI menggunakan kerangka kerja COBIT 2019. Melalui analisis 11 design factors, ditetapkan tiga subdomain prioritas: APO02 (Managed Strategy), APO04 (Managed Innovation), dan BAI08 (Managed Knowledge). Evaluasi tingkat kapabilitas as-is menunjukkan pencapaian Level 2 (Managed), di mana aktivitas proses inti telah dilaksanakan secara terpola dan memiliki perencanaan dasar, meskipun pelaksanaannya masih bergantung pada kedisiplinan manual dan belum memiliki pembakuan setingkat korporasi. Bersama manajemen, ditetapkan target kapabilitas to-be pada Level 3 (Defined). Analisis kesenjangan menyoroti perlunya formalisasi artefak strategi, mekanisme inovasi terstruktur, dan sistem manajemen pengetahuan yang tidak sekadar berbasis folder. Penelitian ini menghasilkan rancangan tata kelola TI komprehensif mencakup aktivitas proses, matriks RACI, output yang diharapkan, serta KPI yang telah diverifikasi dan diterima oleh Hadir Tech sebagai panduan strategis untuk menjamin keberlanjutan bisnis di tengah dinamika kerja virtual.

Hadir Tech is an SME software house startup operating as a full-virtual office with a community-based team structure. While offering high flexibility, this operational model presents risks regarding output consistency, cross-project knowledge transfer, and the absence of formal IT governance. This study aims to assess current capabilities and design IT governance using the COBIT 2019 framework. Through the analysis of 11 design factors, three priority subdomains were selected: APO02 (Managed Strategy), APO04 (Managed Innovation), and BAI08 (Managed Knowledge). The assessment of current (as-is) capability indicates a Level 2 (Managed) achievement, where core process activities are performed in a planned and organized manner, albeit relying on manual discipline without enterprise-wide standardization. In collaboration with management, the target (to-be) capability is set at Level 3 (Defined). Gap analysis highlights the critical need for formalizing strategic artifacts, structured innovation mechanisms, and a knowledge management system moving beyond simple folder structures. This research produces a comprehensive IT governance design covering process activities, RACI matrices, expected outputs, and KPIs, which has been verified and accepted by Hadir Tech as a strategic guide to ensure business sustainability amidst dynamic virtual operations.
