Abstract
Kebutuhan air bersih di Kota Cimahi terus meningkat seiring pertumbuhan penduduk dan urbanisasi yang pesat. Berdasarkan data Dinas Perumahan dan Kawasan Pemukiman (DPKP) Kota Cimahi tahun 2025, sebanyak 20,84% warga belum memiliki akses terhadap air bersih yang layak. BLUD Air Minum Kota Cimahi sebagai salah satu penyedia layanan air minum masih memiliki kapasitas pengolahan terbatas sebesar 80 liter/detik. Oleh karena itu, diperlukan upaya uprating atau peningkatan kapasitas Instalasi Pengolahan Air Minum (IPAM) agar mampu memenuhi kebutuhan air bersih masyarakat dan mendukung target pembangunan berkelanjutan tahun 2030. Metode perencanaan dilakukan melalui tahapan evaluasi kondisi eksisting, studi literatur, pengumpulan data primer dan sekunder, serta perhitungan teknis berdasarkan kriteria desain SNI 6774:2023. Evaluasi menunjukkan bahwa beberapa unit seperti prasedimentasi, koagulasi-flokulasi, dan filtrasi belum memenuhi kriteria hidrolis serta efisiensi pengolahan. Oleh karena itu, dilakukan perencanaan uprating dengan pendekatan modifikasi dan re-design. Perhitungan hasil perencanaan kemudian dituangkan dalam gambar teknis (DED) menggunakan AutoCAD 2021 untuk menghasilkan Bill of Quantity (BOQ) dan Rencana Anggaran Biaya (RAB) dengan acuan HSPK Kota Cimahi tahun 2025 dan referensi yang relevan mempertimbangkan kesesuain jenis pekerjaan dan karakteristik wilayah. Hasil perencanaan menunjukkan bahwa kapasitas pengolahan dapat ditingkatkan dari 80 liter/detik menjadi 200 liter/detik dengan tetap mempertahankan kualitas air hasil olahan sesuai baku mutu air minum berdasarkan Permenkes No. 2 Tahun 2023. Perencanaan uprating dilakukan dengan pendekatan modifikasi, re-design, dan penambahan unit baru pada unit IPAM di BLUD Air Minum Kota Cimahi. Perlakuan re-design dilakukan kepada unit flokulasi dengan menambahkan dimensi ketinggian, modifikasi dilakukan pada unit prasedimentasi dengan menambahkan sekat, serta penambahan unit baru dilakukan di unit filtrasi dan unit reservoir. 3.Berdasarkan analisis Bill of Quantity (BOQ) didapatkan volume total pekerjaan baja sebesar 44,57 m3, total pekerjaan penggalian tanah 747,24 m3 dan total pekerjaan pemasangan pipa sebesar 36,75 m3. Mengacu pada standar harga satuan pekerja dan harga material pasaran, diperoleh Rencana Anggaran Biaya (RAB) sebesar Rp5.820.579.085,34 atau secara terbilang lima milyar delapan ratus dua puluh juta lima ratus tujuh puluh sembilan ribu delapan puluh lima perak tiga puluh sen. Peningkatan kapasitas melalui metode uprating dinilai lebih efisien dan ekonomis dibandingkan pembangunan IPAM baru. Diharapkan hasil perencanaan ini dapat menjadi acuan teknis bagi BLUD Air Minum Kota Cimahi dalam pengembangan sistem penyediaan air minum yang berkelanjutan, efektif, dan sesuai kebutuhan masyarakat.

The demand for clean water in Cimahi City continues to increase along with rapid population growth and urbanization. Based on data from the Cimahi City Office of Housing and Settlement Areas (DPKP) in 2025, approximately 20.84% of the population still lacks access to adequate clean water services. The Regional Public Service Agency (BLUD) for Drinking Water of Cimahi City, as one of the main water service providers, currently operates with a limited treatment capacity of 80 liters per second. Therefore, an uprating or capacity expansion of the Drinking Water Treatment Plant (DWTP) is required to meet community water demands and support the Sustainable Development Goals (SDGs) target for 2030. The planning methodology was conducted through several stages, including evaluation of existing conditions, literature review, collection of primary and secondary data, and technical calculations based on the design criteria stipulated in SNI 6774:2023. The evaluation results indicate that several treatment units, such as presedimentation, coagulation–flocculation, and filtration, do not meet the required hydraulic criteria and treatment efficiency. Consequently, an uprating plan was developed using modification and re-design approaches. The planning results were then translated into detailed engineering drawings (DED) using AutoCAD 2021 to generate the Bill of Quantity (BOQ) and the Cost Budget Plan (Rencana Anggaran Biaya/RAB), referring to the 2025 Cimahi City Unit Price Standard (HSPK) and relevant references while considering the suitability of work types and local conditions. The planning results show that the treatment capacity can be increased from 80 liters per second to 200 liters per second while maintaining treated water quality in accordance with the drinking water quality standards stipulated in Regulation of the Minister of Health No. 2 of 2023. The uprating plan was implemented through modification, re-design, and the addition of new units within the DWTP of BLUD Air Minum Kota Cimahi. Re-design measures were applied to the flocculation unit by increasing its depth, modifications were carried out in the presedimentation unit through the addition of baffles, and new units were added to the filtration and reservoir units. Based on the BOQ analysis, the total volume of steel works was 44.57 m³, excavation works amounted to 747.24 m³, and pipe installation works totaled 36.75 m³. Referring to standard unit prices for labor and prevailing material costs, the estimated total project cost was IDR 5,820,579,085.34. The capacity enhancement through the uprating method is considered more efficient and economical compared to the construction of a new DWTP. It is expected that the results of this planning can serve as a technical reference for BLUD Air Minum Kota Cimahi in developing a sustainable, effective, and community-oriented drinking water supply system.
