Abstract

Procurement management for electric & instrument spare part is important and crucial for petrochemical company to support their safe daily operations and avoid opportunity loss due to failure. Electric & instrument spare part availability must be strongly ensured in line with petrochemical plant age and reliable procurement management must be backed by reduced lead time. This study intends to uncover significant difficulties in the existing procurement of electric and instrument items, where the process takes too long from PR to PO and often delays goods arrival. The Value Stream Mapping approach can simplify this procurement process into its stages to identify wastes, bottlenecks, and potential shortened process business to reduce lead time and eliminate wastes and develop improvement recommendations. PT. XYZ's electrical and instrumentation procurement cycle lead time was decreased from 32 to 10 days by this study. This reduction reduced late occurrences from over 50% to 3% by eliminating wasteful processes like printing, scanning, and document registration, streamlining approvals, removing physical document transport, digitizing documents, and enabling real-time vendor-user interaction with a 30-day company target. With more processed PRs, materials are available to complete more task turnaround items. These insights enable PT. XYZ's electrical and instrumentation procurement supply chain to adopt lean management.

Manajemen pengadaan barang electrical & instrument sangat krusial di perusahaan petrokimia untuk menunjang operasional pabrik yang berkelanjutan, beroperasi dengan aman dan terhindar dari kerugian produksi yang diakibatkan oleh kegagalan fungsi peralatan electric & instrument. Manajemen pengadaan yang andal harus dapat mengurangi lead time proses pengadaan barang agar availabilitynya terjamin seiring dengan bertambahnya umur suatu pabrik petrokimia. Penelitian ini bertujuan untuk mengidentifikasi permasalahan urgen dalam pengadaan barang electric & instrument yang melalui serangkaian proses PR menjadi PO dengan lead time yang panjang menyebabkan keterlambatan kedatangan barang. Menggunakan metode lean Value Stream Mapping untuk mengetahui wastes, bottleneck dan mengeliminasi waste tersebut hingga memberi rekomendasi perbaikan. Dalam penelitian ini dihasilkan pengurangan lead time total dari 32 hari menjadi 10 hari dalam tiap siklus proses pengadaan barang electric & instrument di PT.XYZ, dengan target 30 hari maka lead time menurun dari diatas 50% menjadi 3% melalui pengurangan waste dari eliminasi proses cetak, scan, registrasi dokumen, penyederhanaan approval, eliminasi perpindahan dokumen secara fisik, integrasi dokumen digital serta interaksi vendor dengan user secara real time. Dengan PR yang terproses menjadi PO maka ketersediaan material akan menambah lebih banyak task turn around yang akan dikerjakan. Dengan menerapkan semua rekomendasi tersebut akan mempermudah PT.XYZ dalam menerapkan lean management.
