Abstract
Industri pertambangan memiliki risiko tinggi terhadap kecelakaan kerja, sehingga peningkatan kinerja keselamatan menjadi aspek krusial dalam keberlanjutan operasional. Penelitian ini bertujuan untuk meningkatkan maturitas kinerja keselamatan pertambangan di Perusahaan Pertambangan Batubara menggunakan metode FMEA (Failure Mode and Effects Analysis). Berdasarkan Keputusan Direktur Jenderal Mineral dan Batubara Nomor 10.K/MB.01/DJB.T/2023, penilaian tingkat pencapaian kinerja keselamatan mencakup indikator partisipasi pekerja, tanggung jawab pimpinan, analisis kecelakaan, serta pengendalian risiko. Hasil evaluasi tahun 2024 menunjukkan tingkat maturitas keselamatan berada pada kategori “reaktif”. Tujuan dari penelitian ini adalah untuk merumuskan strategi dalam meningkatkan maturitas kinerja keselamatan pertambangan di perusahaan pertambangan batubara. Penelitian ini menggunakan pendekatan kuantitatif dengan pengumpulan data melalui kuesioner, wawancara, dan observasi, yang kemudian dianalisis menggunakan FMEA untuk mengidentifikasi potensi kegagalan dan menentukan prioritas perbaikan. Dari hasil penelitian maturitas kinerja keselamatan pertambangan di tahun 2025 adalah reaktif, dengan indikator partisipasi pekerja tambang. Hasil RPN dengan maturitas dasar dan reaktif dari parameter partisipasi pekerja tambang menjadi fokus utama dalam perumusan strategi peningkatan maturitas kinerja keselamatan pertambangan. Hasil analisis RPN menunjukkan bahwa sebagian parameter masih berada pada level dasar dan reaktif akibat lemahnya internalisasi nilai, partisipasi pekerja, serta peran kelembagaan keselamatan, sehingga diperlukan rekomendasi mitigasi yang berfokus pada penguatan kepemimpinan keselamatan, peningkatan keterlibatan pekerja, dan pembudayaan nilai keselamatan untuk mendorong peningkatan maturitas kinerja keselamatan pertambangan.

The mining industry is characterized by a high risk of occupational accidents, making the improvement of safety performance a crucial aspect of operational sustainability. This study aims to enhance the maturity of mining safety
performance in a coal mining company by applying the Failure Mode and Effects Analysis (FMEA) method. Based on the Decree of the Director General of Mineral and Coal No. 10.K/MB.01/DJB.T/2023, the assessment of safety performance
achievement covers indicators of worker participation,leadership responsibility, accident analysis, and risk control. The results of the 2024 evaluation indicate that the level of safety maturity remains in the “reactive” category. Accordingly, this research seeks to formulate strategies to improve the maturity of mining safety performance in a coal mining company. A quantitative approach was employed, with data collected through questionnaires, interviews, and observations, and
subsequently analyzed using FMEA to identify potential failure modes and determine improvement priorities. The findings show that the maturity of mining safety performance in 2025 remains at a reactive level, with worker participation identified as the dominant limiting indicator. The Risk Priority Number (RPN) results, which are concentrated at the basic and reactive maturity levels for worker participation parameters, therefore become the main focus in formulating strategies to improve mining safety performance maturity. The RPN analysis results indicate that several parameters remain at the basic and reactive levels due to weak value internalization, limited worker participation, and insufficient effectiveness of safety institutions, thereby requiring mitigation recommendations focused on strengthening safety leadership, enhancing worker involvement, and fostering a safety culture to promote improvements in mining safety performance maturity.
