Abstract

Teknologi Informasi (IT) kini telah menjadi fondasi utama dalam mendukung transformasi digital di berbagai sektor, termasuk sektor pelayanan publik seperti rumah sakit. Di tengah lingkungan organisasi yang semakin kompleks, keberhasilan pemanfaatan TI tidak hanya ditentukan oleh ketersediaan teknologi, namun juga oleh kemampuan organisasi dalam mengelola dan memanfaatkan sumber daya TI. RSUD dr. H. Slamet Martodirdjo Kabupaten Pamekasan merupakan rumah sakit milik pemerintah daerah yang terus berupaya meningkatkan efisiensi layanan serta mendorong modernisasi sistem manajerialnya melalui pemanfaatan TI. Berbagai perangkat dan sistem TI telah diterapkan untuk menunjang proses pelayanan serta sistem pendukung logistik dan kepegawaian. Namun, hingga saat ini rumah sakit belum memiliki kerangka portofolio investasi TI. Kondisi ini menyebabkan rumah sakit belum dapat menilai apakah investasi TI yang dilakukan telah selaras dengan prioritas strategis dan memberikan nilai tambah bagi organisasi. Tanpa adanya pengelolaan portofolio investasi TI yang jelas, rumah sakit berpotensi mengalami ketidaktepatan dalam pengalokasian sumber daya, munculnya proyek TI yang saling tumpang tindih, serta pemborosan anggaran. Kondisi tersebut menunjukkan perlunya pengelolaan investasi yang dapat membantu rumah sakit dalam menilai sejauh mana inisiatif TI yang dijalankan mendukung tujuan strategis rumah sakit. Penelitian ini bertujuan untuk menghasilkan portofolio investasi sumber daya TI serta memetakan keselarasan investasi TI dengan tujuan strategis rumah sakit. Metode yang digunakan adalah studi kasus kualitatif melalui wawancara, observasi, serta telaah dokumen internal. Hasil penelitian menunjukkan bahwa sebagian besar sumber daya TI RSUD berada pada area business operation, enhancing productivity, dan risk minimization, yang menandakan bahwa rumah sakit memiliki fokus yang sangat kuat pada pemenuhan kebutuhan operasional harian, peningkatan efisiensi kerja, serta menjaga stabilitas dan keamanan sistem. Posisi tersebut menggambarkan bahwa investasi TI lebih banyak diarahkan untuk memastikan kelancaran proses pelayanan, meminimalkan kesalahan, serta memperkuat keandalan infrastruktur informasi dalam mendukung layanan kesehatan. Penelitian ini menyimpulkan bahwa investasi TI RSUD belum selaras dengan tujuan strategis rumah sakit, dinyatakan dengan adanya aspek TI yang tidak dapat dipetakan dengan salah satu indikator tujuan rumah sakit. Oleh karena itu, masih terdapat peluang penguatan investasi TI untuk mendukung pengembangan pendidikan, penelitian, dan inovasi layanan pada RSUD dr. H. Slamet Martodirdjo Kabupaten Pamekasan.

Information Technology (IT) has now become the main foundation in supporting digital transformation in various sectors, including public service sectors such as hospitals. In the midst of an increasingly complex organizational environment, the success of IT utilization is determined not only by the availability of technology, but also by the organization's ability to manage and utilize IT resources. dr. H. Slamet Martodirdjo Regional General Hospital, Pamekasan Regency, is a regional government-owned hospital that continuously strives to improve service efficiency and encourage the modernization of its managerial systems through the use of IT. Various IT devices and systems have been implemented to support service processes as well as logistical and personnel support systems. However, to date, the hospital does not have an IT investment portfolio framework. This condition prevents the hospital from being able to assess whether its IT investments are aligned with strategic priorities and provide added value to the organization. Without clear IT investment portfolio management, hospitals are at risk of resource misallocation, overlapping IT projects, and budget wastage. This situation highlights the need for investment management that can help hospitals assess the extent to which their IT initiatives support their strategic objectives. This study aims to generate an IT resource investment portfolio and map the alignment of IT investments with the hospital's strategic objectives. The method used is a qualitative case study through interviews, observations, and internal document reviews. The results show that the majority of the hospital's IT resources are in the areas of business operations, enhancing productivity, and risk minimization, which indicates that the hospital has a very strong focus on meeting daily operational needs, increasing work efficiency, and maintaining system stability and security. This position illustrates that IT investments are more directed at ensuring smooth service processes, minimizing errors, and strengthening the reliability of information infrastructure in supporting healthcare services. This study concludes that the hospital's IT investments are not aligned with the hospital's strategic objectives, indicated by the existence of IT aspects that cannot be mapped with one of the hospital's objective indicators. Therefore, there is still an opportunity to strengthen IT investments to support the development of education, research, and service innovation at dr. H. Slamet Martodirdjo Regional General Hospital, Pamekasan Regency.
