Abstract
Penelitian ini mengusulkan suatu framework untuk evaluasi, pengendalian risiko, dan perancangan ulang proses bisnis, guna meningkatkan kinerja pemerintah daerah. Latar belakang penelitian ini adalah belum optimalnya reformasi birokrasi berbasis proses bisnis, lemahnya koordinasi lintas OPD, serta belum terintegrasinya manajemen risiko dalam pengembangan proses bisnis pemerintah daerah. Selama ini, evaluasi proses bisnis cenderung bersifat normatif dan berfokus pada kepatuhan dokumen terhadap Permen PANRB Nomor 19 Tahun 2018, tanpa mengukur dampak implementasi proses bisnis terhadap kinerja pemerintah daerah secara empiris. Penelitian ini menggunakan pendekatan mixed methods. Tahap pertama mengevaluasi implementasi proses bisnis existing yang dibatasi 12 pemerintah provinsi untuk mengidentifikasi faktor-faktor yang berkontribusi terhadap kinerja pemerintah daerah. Evaluasi dilakukan menggunakan 23 variabel implementasi proses bisnis yang mencerminkan aspek pelayanan publik, efisiensi administrasi, profesionalisme aparatur, akses layanan, dan kinerja pembangunan daerah, yang dianalisis menggunakan regresi logistik. Tahap kedua berfokus pada pengendalian risiko implementasi proses bisnis di Provinsi Sulawesi Tengah, dengan menggunakan metode ISM, HOR, dan ANP untuk memetakan struktur hubungan risiko, menentukan risk agent dominan, serta menetapkan prioritas mitigasi risiko. Provinsi Sulawesi Tengah dipilih sebagai lokasi studi karena memiliki posisi strategis sebagai daerah penyangga Ibu Kota Negara (IKN), menghadapi kompleksitas koordinasi lintas OPD, serta menunjukkan komitmen terhadap peningkatan kinerja dan reformasi birokrasi berbasis proses bisnis. Hasil prioritas mitigasi risiko dan SKM selanjutnya dintegrasikan menggunakan fishbone analysis sebagai dasar perancangan ulang proses bisnis penyusunan dokumen perencanaan daerah. Hasil penelitian menunjukkan bahwa implementasi proses bisnis berdampak positif terhadap kualitas pelayanan publik, akses layanan masyarakat, dan penurunan kemiskinan. Dari 23 variabel yang diuji, sembilan variabel berpengaruh signifikan terhadap kinerja pemerintah daerah. Implementasi BPR menghasilkan rancangan proses baru penyusunan RPJMD yang lebih sederhana, efisien, dan akuntabel, yang diperkuat melalui integrasi CPM dan PERT untuk memastikan efisiensi waktu dan kelayakan implementasi. Penelitian ini berkontribusi pada pengembangan model BPR berbasis risiko dan kinerja untuk mendukung good governance dan peningkatan kinerja pemerintah daerah secara berkelanjutan.

This research proposes a framework for evaluation, risk control, and business process redesign, in order to improve the performance of local governments. The background of this research is the lack of optimal business process-based bureaucratic reform, weak coordination across OPDs, and the lack of integrated risk management in the development of local government business processes. So far, business process evaluation tends to be normative and focuses on document compliance with the Ministerial Regulation of PANRB Number 19 of 2018, without measuring the impact of business process implementation on local government performance empirically. This research uses a mixed methods approach. The first stage evaluates the implementation of existing business processes that are limited to 12 provincial governments to identify factors that contribute to the performance of local governments. The evaluation was carried out using 23 business process implementation variables that reflect aspects of public services, administrative efficiency, apparatus professionalism, service access, and regional development performance, which were analysed using logistics regression. The second phase focuses on risk control of business process implementation in Central Sulawesi Province, using ISM, HOR, and ANP methods to map the structure of the risk relationship, determine risk agents dominant, and set risk mitigation priorities. Central Sulawesi Province was chosen as the study location because it has a strategic position as a buffer area for the Ibu Kota Negara (IKN), faces the complexity of coordination across OPDs, and shows a commitment to performance improvement and bureaucratic reform based on business processes. The results of risk mitigation priorities and SKM are then integrated using fishbone analysis as the basis for redesigning business processes for the preparation of regional planning documents. The results of the study show that the implementation of business processes has a positive impact on the quality of public services, access to public services, and poverty reduction. Of the 23 variables tested, nine variables had a significant effect on the performance of local governments. The implementation of BPR resulted in a design new process for the preparation of RPJMD that is simpler, more efficient, and more accountable, which is strengthened through the integration of CPM and PERT to ensure time efficiency and feasibility of implementation. This research contributes to the development of risk- and performance-based BPR models to support good governance and improve local government performance in a sustainable manner.
