Abstract
Lonjakan menggunakan Kendaraan Listrik (EV) di Indonesia, yang didorong oleh insentif masif, menuntut ketersediaan infrastruktur pengisian daya publik yang memadai. Keberhasilan target ambisius pemerintah menyediakan 62.918 unit SPKLU pada tahun 2030 sangat bergantung pada niat menggunakan pengguna. Penelitian ini penting karena ekosistem SPKLU menghadapi tantangan kritis, termasuk persebaran yang belum merata, isu keandalan dan tingginya Perceived Risk pengguna, yang menciptakan ketidakpastian dalam niat menggunakan. Penelitian ini bertujuan mengidentifikasi faktor-faktor yang memengaruhi niat menggunakan SPKLU berfokus pada konstruk utama modifikasi UTAUT (Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Condition, Price Value), serta pengaruh dua faktor ekstensi krusial yaitu Perceived Risk dan Policy Incentives. Penelitian ini menggunakan pendekatan kuantitatif dengan data dikumpulkan melalui metode survei terhadap 290 pengguna SPKLU menggunakan teknik pemodelan persamaan struktural (SEM) untuk menguji hipotesis dan mengidentifikasi hubungan kausalitas serta faktor dominan. Hasil penelitian ini menunjukan bahwa perceived risk, effort expectancy dan performance expectancy terbukti berpengaruh positif dan signifikan terhadap niat menggunakan SPKLU sedangkan social influence dan price value tidak menunjukkan pengaruh positif yang signifikan. Selain itu, facilitating condition tidak mampu memoderasi hubungan antara perceived risk dan niat menggunakan SPKLU namun policy incentives terbukti dapat memoderasi pengaruh price value terhadap niat menggunakan SPKLU.

The surge in Electric Vehicle (EV) adoption in Indonesia driven by extensive incentives demands adequate availability of public charging infrastructure. The government’s ambitious target of providing 62,918 Public EV Charging Stations by 2030 heavily depends on users’ adoption intentions. This study is important because the SPKLU ecosystem faces critical challenges, including uneven distribution, reliability issues, and high user Perceived Risk, all of which create uncertainty regarding adoption intentions. This research aims to identify the factors that influence SPKLU adoption intention by focusing on the main constructs of modified UTAUT (Performance Expectancy, Effort Expectancy, Social Influence, Facilitating Conditions, and Price Value), as well as the influence of two crucial extension factors: Perceived Risk and Policy Incentives.
The study employs a quantitative approach with data collected through a survey of SPKLU 290 users, and utilizes Structural Equation Modeling (SEM) to test the hypotheses, identify causal relationships, and determine the dominant factors. The results of this study indicate that perceived risk, effort expectancy, and performance expectancy have a positive and significant effect on the intention to adopt SPKLU, whereas social influence and price value do not show a significant positive effect. In addition, facilitating conditions are unable to moderate the relationship between perceived risk and the intention to adopt SPKLU, but policy incentives are proven to moderate the effect of price value on the intention to adopt SPKLU
