Abstract
Banjir yang terus berulang di DKI Jakarta, khususnya pada kawasan hilir segmen-5 Daerah Aliran Sungai (DAS) Ciliwung, menunjukkan keterbatasan efektivitas pendekatan pengendalian struktural yang selama ini diterapkan. Peningkatan debit aliran dari hulu, intensitas curah hujan yang tinggi, serta perubahan tata guna lahan memperkuat urgensi pendekatan alternatif berbasis perancangan kota yang adaptif dan berkelanjutan melalui pendekatan Water-Sensitive Urban Design (WSUD). Penelitian ini bertujuan untuk merumuskan arahan lokasi penerapan infrastruktur hijau prioritas yang sesuai dengan prinsip WSUD guna mendukung pengurangan risiko banjir di kawasan perkotaan. Metode penelitian mengintegrasikan analisis spasial berbasis boolean overlay untuk mengidentifikasi kesesuaian lokasi, in-depth interview dan participatory mapping untuk mengetahui preferensi pemangku kepentingan, serta multi-criteria comparative analysis untuk menetapkan prioritas penerapan jenis infrastruktur hijau. Hasil penelitian mengidentifikasi enam faktor utama penentu keberhasilan penerapan 9 jenis infrastruktur hijau terpilih, serta menetapkan cistern dan rain barrel sebagai prioritas tertinggi. Secara spasial, potensi penerapan infrastruktur hijau bersifat variatif antar kecamatan dengan potensi paling besar terdapat di Kecamatan Pasar Rebo sebesar 796,54 ha. Studi ini menegaskan bahwa kontribusi infrastruktur hijau berbasis WSUD berpotensi menjadi solusi strategis yang melengkapi pengendalian struktural konvensional dalam perencanaan dan pengelolaan banjir di wilayah perkotaan padat dan berkembang seperti DAS Ciliwung Hilir Segmen-5 DKI Jakarta.

Recurrent flooding in Jakarta, particularly in Segment-5 of the lower Ciliwung River Basin, highlights the limited effectiveness of conventional structural flood control approaches that have been predominantly implemented. Increasing upstream discharge, high rainfall intensity, and land-use change further emphasize the urgency of adopting alternative approaches based on adaptive and sustainable urban design. This study aims to formulate priority directions for the implementation of green infrastructure in accordance with Water-Sensitive Urban Design (WSUD) principles to support urban flood risk reduction. The research integrates spatial analysis using a boolean overlay approach to identify site suitability, in-depth interviews and participatory mapping to capture stakeholder preferences, and multi-criteria comparative analysis to determine priority green infrastructure types. The results identify six key factors governing the successful implementation of nine selected green infrastructure types, with cisterns and rain barrels ranked as the highest priorities. Spatially, the potential for green infrastructure implementation varies across sub-districts, with the largest potential area identified in Pasar Rebo District (796.54 ha). This study confirms that WSUD-based green infrastructure provides a strategic complement to conventional structural measures in planning and managing flood risk in dense and rapidly developing urban areas such as the Lower Ciliwung River Basin Segment-5 in DKI Jakarta.
