Abstract

Pengelolaan risiko di perguruan tinggi memerlukan instrumen pencatatan yang seragam dan media monitoring yang cepat terbaca agar keputusan strategis dapat diambil secara tepat waktu. Di Institut Teknologi Sepuluh Nopember, kerangka manajemen risiko telah mengacu pada ISO 31000:2018 serta pedoman internal. Namun, hasil telaah dokumen dan temuan lapangan menunjukkan kendala operasional yang masih dominan, yaitu risk register yang tersebar di masing masing unit, konsolidasi yang dilakukan manual, perbedaan istilah dan format pengisian, serta pemantauan progres mitigasi lintas triwulan yang belum praktis. Kondisi tersebut berdampak pada keterlambatan keterbacaan informasi risiko strategis, terutama pada studi kasus Indikator Kinerja Utama 2 yang capaian institusinya masih jauh dari target dan memerlukan mekanisme peringatan dini yang dapat dipantau rutin. Penelitian ini bertujuan mengembangkan prototipe risk register dalam format spreadsheet yang dibakukan dan diseragamkan lintas unit untuk mendukung konsolidasi data, serta merancang dashboard monitoring risiko strategis berbasis Microsoft Power BI dengan memanfaatkan dataset dari risk register. Tahapan penelitian mencakup studi literatur dokumen institusi, wawancara stakeholder pengelolaan risiko, penurunan kebutuhan fungsional dan non fungsional, pengembangan struktur risk register sesuai tahapan ISO 31000:2018, pengolahan data menjadi dataset, dan perancangan dashboard untuk kebutuhan monitoring periodik. Prototipe risk register dilengkapi pemisahan risiko inherent dan residual, status mitigasi per triwulan, penanggung jawab, bukti pelaksanaan, serta indikator risiko sebagai peringatan dini. Dashboard menampilkan ringkasan prioritas risiko melalui matriks risiko, tren triwulan, progres mitigasi, serapan anggaran mitigasi, serta ringkasan hubungan kinerja kegiatan, konteks IKU 2, dan status risiko dalam satu alur monitoring. Dashboard kemudian dipublikasikan melalui portal berbasis embed untuk mendukung akses saat pelaporan dan rapat evaluasi. Evaluasi kesesuaian dan penerimaan pengguna menghasilkan nilai rerata 4,62 dari 5 atau 92,43 persen. Hasil ini menunjukkan prototipe dinilai sangat sesuai untuk mendukung monitoring dan pelaporan risiko strategis di ITS, tanpa mengukur dampak kuantitatif jangka panjang pada kinerja institusi.

Risk management in higher education requires standardized risk recording and clear, fast to interpret monitoring to support timely strategic decisions. At Institut Teknologi Sepuluh Nopember, risk governance has referred to ISO 31000 2018 and internal guidelines. However, document review and field findings indicate persistent operational issues, including risk registers distributed across units, manual consolidation, inconsistent terminology and formats, and limited tracking of mitigation progress across quarters. These limitations reduce the readability and timeliness of strategic risk information, particularly for the case of Key Performance Indicator 2, where institutional achievement remains far below the target and routine early warning is required. This study aims to develop a standardized spreadsheet based risk register that can be uniformly used across units to enable data consolidation, and to design a Microsoft Power BI based strategic risk monitoring dashboard using the risk register dataset. The research stages include institutional document review, stakeholder interviews in risk governance, derivation of functional and non functional requirements, development of the risk register structure aligned with ISO 31000 stages, data preparation into a dataset, and dashboard design for periodic monitoring. The risk register prototype includes inherent and residual risk separation, quarterly mitigation status, responsible persons, evidence tracking, and risk indicators as early warning signals. The dashboard provides a strategic monitoring flow by presenting a risk priority summary through a risk matrix, quarterly trends, mitigation progress, mitigation budget absorption, and a concise view linking activity performance, the IKU 2 context, and risk status. The dashboard is then published through an embedded web portal to support access during periodic reporting and evaluation meetings. User evaluation of suitability and acceptance produced an overall mean score of 4.62 out of 5 or 92.43 percent. This result indicates that the prototype is considered highly suitable to support strategic risk monitoring and reporting at ITS, without measuring long term quantitative impacts on institutional performance.
