Abstract

Perkembangan kendaraan listrik di DKI Jakarta menunjukkan peningkatan yang signifikan seiring dengan kebijakan pemerintah dalam mendukung transisi energi dan pengurangan emisi. Kondisi ini menuntut ketersediaan infrastruktur Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) yang tidak hanya memadai dari sisi jumlah, tetapi juga tersebar pada lokasi yang tepat sesuai dengan karakteristik wilayah perkotaan. Namun, distribusi SPKLU di DKI Jakarta hingga saat ini masih belum merata dan belum sepenuhnya mempertimbangkan aspek spasial serta tingkat kepentingan masing-masing kriteria secara komprehensif. Oleh karena itu, penelitian ini bertujuan untuk menentukan lokasi SPKLU yang optimal di DKI Jakarta melalui integrasi metode Analytical Hierarchy Process (AHP) dan Geographic Information System (GIS). Penelitian ini menggunakan enam kriteria utama dalam penentuan lokasi SPKLU, yaitu aksesibilitas, kepadatan kendaraan listrik, ketersediaan lahan, kedekatan jaringan listrik PLN, kesesuaian tata ruang (RTRW), dan faktor lingkungan. Metode AHP digunakan untuk menentukan bobot prioritas setiap kriteria berdasarkan penilaian responden ahli, sedangkan GIS digunakan untuk melakukan analisis spasial melalui metode weighted overlay guna menghasilkan peta kesesuaian lokasi SPKLU. Hasil pembobotan AHP menunjukkan bahwa aksesibilitas memiliki bobot tertinggi sebesar 20,7%, diikuti oleh kesesuaian tata ruang (RTRW) sebesar 19,5%, ketersediaan lahan sebesar 17,1%, kepadatan kendaraan listrik sebesar 16,3%, kedekatan jaringan listrik PLN sebesar 15,9%, dan faktor lingkungan sebesar 10,5%. Nilai Consistency Ratio (CR) berada di bawah batas toleransi, sehingga hasil pembobotan dinyatakan konsisten. Hasil penelitian menunjukkan bahwa integrasi metode AHP dan GIS menghasilkan rekomendasi lokasi SPKLU dengan tingkat kesesuaian tertinggi di wilayah Jakarta Selatan. Pendekatan ini terbukti mampu menghasilkan rekomendasi lokasi SPKLU yang berbasis data dan analisis spasial, serta dapat digunakan sebagai dasar pengambilan keputusan dalam perencanaan pembangunan infrastruktur kendaraan listrik yang lebih terarah dan tepat sasaran di DKI Jakarta.

The development of electric vehicles in Jakarta has increased significantly in line with government policies supporting energy transition and emission reduction. This condition requires the availability of Electric Vehicle Charging Stations (EVCS) that are not only sufficient in number but also optimally distributed according to urban spatial characteristics. However, the current distribution of EVCS in Jakarta remains uneven and has not fully incorporated spatial aspects and the relative importance of relevant criteria in a comprehensive manner. Therefore, this study aims to determine optimal locations for EVCS development in Jakarta through the integration of the Analytical Hierarchy Process (AHP) and Geographic Information System (GIS). This study employs six main criteria in determining EVCS locations, namely accessibility, electric vehicle density, land availability, proximity to the PLN electricity network, spatial planning suitability (RTRW), and environmental factors. The AHP method is used to determine the priority weights of each criterion based on expert judgment, while GIS is applied to conduct spatial analysis using the weighted overlay method to generate an EVCS suitability map. The AHP results indicate that accessibility has the highest weight at 20.7%, followed by spatial planning suitability (RTRW) at 19.5%, land availability at 17.1%, electric vehicle density at 16.3%, proximity to the electricity network at 15.9%, and environmental factors at 10.5%. The Consistency Ratio (CR) value is below the acceptable threshold, indicating that the weighting results are consistent. The results show that the integration of AHP and GIS produces EVCS location recommendations with the highest suitability in South Jakarta. This approach is proven to generate data-driven and spatially based EVCS location recommendations and can serve as a basis for more targeted and effective planning of electric vehicle infrastructure development in Jakarta.
