Abstract
Peningkatan volume arus barang pada periode peak season memberikan tekanan signifikan terhadap kinerja operasional pelabuhan, khususnya pada aktivitas bongkar muat di dermaga. Kondisi tersebut berpotensi meningkatkan risiko kegagalan operasional yang berdampak pada keterlambatan pelayanan, penurunan produktivitas, serta meningkatnya biaya operasional pelabuhan. Oleh karena itu, diperlukan analisis risiko yang komprehensif untuk mengidentifikasi faktor penyebab, tingkat risiko, serta strategi mitigasi yang tepat. Penelitian ini bertujuan untuk menganalisis risiko kegagalan bongkar muat akibat kondisi peak season di Dermaga PT XYZ. Metode yang digunakan dalam penelitian ini meliputi Hazard Identification and Risk Assessment (HIRA) untuk mengidentifikasi bahaya dan menentukan tingkat risiko awal, Failure Mode and Effect Analysis (FMEA) untuk menentukan prioritas risiko berdasarkan nilai Risk Priority Number (RPN), serta Fault Tree Analysis (FTA) untuk menganalisis hubungan sebab–akibat dan menghitung probabilitas kegagalan utama. Hasil analisis menunjukkan bahwa risiko kegagalan bongkar muat pada periode peak season dipengaruhi oleh keterbatasan kapasitas dermaga, tingginya antrian kapal, rendahnya keandalan peralatan bongkar muat, serta faktor sumber daya manusia dan koordinasi operasional. Beberapa risiko memiliki nilai RPN tinggi dan dikategorikan sebagai risiko prioritas yang memerlukan penanganan segera. Berdasarkan hasil FTA, kegagalan bongkar muat merupakan akumulasi dari beberapa kejadian dasar yang saling berkaitan. Rekomendasi mitigasi yang diusulkan meliputi optimalisasi penjadwalan sandar kapal, peningkatan pemeliharaan dan keandalan peralatan, perbaikan prosedur operasional standar, serta peningkatan kompetensi dan koordinasi sumber daya manusia. Penelitian ini diharapkan dapat menjadi acuan dalam meningkatkan keandalan dan keselamatan operasional bongkar muat di pelabuhan, khususnya pada periode peak season.

The increase in cargo volume during the peak season places significant pressure on port operational performance, particularly on loading and unloading activities at the berth. Such conditions potentially increase the risk of operational failures, leading to service delays, decreased productivity, and higher port operational costs. Therefore, a comprehensive risk analysis is required to identify the causes, risk levels, and appropriate mitigation strategies. This study aims to analyze the risk of loading and unloading failures caused by peak season conditions at the berth of PT XYZ. The methods applied in this study include Hazard Identification and Risk Assessment (HIRA) to identify hazards and determine initial risk levels, Failure Mode and Effect Analysis (FMEA) to prioritize risks based on the Risk Priority Number (RPN), and Fault Tree Analysis (FTA) to analyze cause–effect relationships and calculate the probability of major failures. The results indicate that loading and unloading failures during the peak season are influenced by limited berth capacity, high vessel queuing, low reliability of handling equipment, as well as human resource and operational coordination factors. Several risks are classified as high-priority risks based on their RPN values and require immediate mitigation actions. Based on the FTA results, loading and unloading failures occur as a result of the combination of several interrelated basic events. The proposed mitigation strategies include optimizing vessel berthing schedules, improving equipment maintenance and reliability, enhancing standard operating procedures, and strengthening human resource competence and coordination. This study is expected to serve as a reference for improving the reliability and safety of port loading and unloading operations, particularly during the peak season.
