Abstract
Distribusi bahan pangan memegang peranan strategis dalam mendukung keberhasilan Program Makan Bergizi Gratis (MBG), salah satu program prioritas nasional dalam rangka mewujudkan visi Indonesia Emas 2045. Program ini menuntut penyediaan makanan bergizi setiap hari sekolah melalui operasional dapur umum yang bergantung pada ketersediaan bahan pangan dalam jumlah besar dan waktu yang terbatas. Ketepatan jadwal distribusi serta kualitas bahan pangan menjadi faktor penentu keberhasilan penyajian makanan. Ketidakefisienan dalam proses distribusi berpotensi menurunkan nilai gizi, menghambat proses memasak, hingga mengganggu kelancaran program secara keseluruhan. Oleh karena itu, digitalisasi sistem distribusi menjadi aspek penting dalam meningkatkan efisiensi, akurasi, dan ketepatan operasional distribusi bahan pangan pada program MBG.
Penelitian ini bertujuan menganalisis tingkat kesiapan digital sistem distribusi bahan pangan pada Program MBG menggunakan pendekatan Technology–Organization–Environment (TOE) Framework. Penelitian dilaksanakan pada satu dapur umum yang dikelola oleh Lembaga XYZ di Kota Jombang, Jawa Timur, sebagai unit operasional distribusi bahan pangan. Pengumpulan data dilakukan melalui studi literatur, observasi lapangan, wawancara mendalam, dan telaah dokumen. Data dianalisis secara kualitatif dengan pendekatan gap analysis untuk mengidentifikasi kesenjangan antara kondisi aktual dan kondisi yang diharapkan pada dimensi teknologi, organisasi, dan lingkungan. Hasil penelitian menunjukkan bahwa tingkat kesiapan digital sistem distribusi bahan pangan berada pada kategori sedang. Kesenjangan terbesar ditemukan pada dimensi organisasi dan lingkungan, terutama terkait keterbatasan kompetensi digital sumber daya manusia, belum tersedianya sistem informasi distribusi yang terintegrasi, serta koordinasi dengan mitra eksternal yang masih bersifat manual. Berdasarkan temuan tersebut, penelitian ini merumuskan strategi peningkatan kesiapan digital yang mencakup penguatan kapasitas SDM, penyusunan prosedur operasional berbasis digital, serta pengembangan sistem informasi distribusi yang terintegrasi. Kerangka analisis yang dihasilkan dapat direplikasi dan diadaptasi pada pengelolaan dapur umum Program MBG di tingkat kabupaten dengan penyesuaian konteks lokal.

Food distribution plays a strategic role in supporting the success of the Free Nutritious Meal Program (Program Makan Bergizi Gratis/MBG), one of Indonesia’s national priority programs aimed at achieving the vision of Indonesia Emas 2045. The program requires the daily provision of nutritious meals for students through the operation of community kitchens that depend on the availability of food supplies in large quantities and within limited time frames. Timely distribution and the quality of food ingredients are key determinants of successful meal preparation. Inefficiencies in the distribution process may reduce nutritional value, delay cooking activities, and disrupt overall program implementation. Therefore, the digitalization of the food distribution system is an essential aspect in improving efficiency, accuracy, and operational timeliness within the MBG program. This study aims to analyze the level of digital readiness of the food distribution system in the MBG program using the Technology–Organization–Environment (TOE) Framework. The research was conducted at a community kitchen managed by Institution XYZ in Jombang, East Java, serving as an operational unit for food distribution within the program. Data were collected through literature review, field observations, in-depth interviews, and document analysis. The data were analyzed qualitatively using a gap analysis approach to identify discrepancies between existing conditions and expected digital readiness across technological, organizational, and environmental dimensions. The findings indicate that the digital readiness level of the food distribution system is at a moderate level. The largest gaps were identified in the organizational and environmental dimensions, particularly related to limited digital competencies among staff, the absence of an integrated information system, and manual coordination with external partners. Based on these findings, the study formulates strategies to enhance digital readiness, including strengthening human resource capacity, developing digitally based operational procedures, and implementing an integrated distribution information system. The analytical framework developed in this study can be replicated and adapted to support the management of MBG food distribution systems at the district level, with adjustments to local contextual conditions.
