Abstract
Penelitian ini bertujuan untuk: (1) mengukur performa proyek perencanaan di PT SIER menggunakan Earned Value Management (EVM) melalui Schedule Performance Index (SPI), (2) mengidentifikasi faktor paling signifikan yang memengaruhi keterlambatan berdasarkan Structural Equation Modeling - Partial Least Squares (SEM-PLS), dan (3) mengevaluasi efektivitas serta merumuskan bentuk akhir framework Hybrid Project Management (HPM). SPI dihitung dari baseline Planned Value (PV) berbasis WBS berbobot dan Earned Value (EV) progres aktual (SPI = EV/PV). Faktor keterlambatan didapatkan dari penelitian-penelitian terdahulu, kemudian terlebih dahulu divalidasi oleh tiga pakar, dan data dikumpulkan melalui kuesioner kepada pihak owner dan konsultan. Analisis SEM-PLS menggunakan konstruk praktik owner (X1), praktik konsultan (X2), tanggung jawab bersama (X3), dan faktor eksternal (X4). Hasil menunjukkan bahwa praktik konsultan (X2) merupakan titik kendali paling strategis terhadap keterlambatan, sementara faktor eksternal (X4) memengaruhi keterlambatan terutama melalui dampaknya terhadap praktik konsultan (X2). Praktik owner (X1) berperan kuat dalam membentuk koordinasi atau tanggung jawab bersama (X3), namun tidak menjadi penentu langsung keterlambatan pada model ini. Berdasarkan temuan tersebut, framework HPM disempurnakan dengan fokus pada kontrol deliverable konsultan, pengendalian revisi dan approval, timeboxing sprint, keterlacakan deliverable milestone, serta dokumentasi keputusan dan perubahan. Framework akhir terdiri dari sembilan artefak: Plan Detail Konsultan, Work Breakdown Structure (WBS), Sprint Plan, Task Board, Logbook, Laporan Schedule Performance Index (SPI), Evaluasi Sprint, Form User Acceptance Testing (UAT), dan Decision and Change Log. Rekomendasi teknis mencakup penerapan pelaporan SPI berkala sebagai peringatan dini, penetapan standar mutu dokumen dan SLA respons revisi, serta mekanisme eskalasi risiko eksternal agar tidak mengganggu ritme eksekusi perencanaan.

This study aims to: (1) assess the performance of planning projects at PT SIER using Earned Value Management (EVM) through the Schedule Performance Index (SPI), (2) identify the most significant factors influencing schedule delay using SEM-PLS, and (3) evaluate the effectiveness and formulate the final Hybrid Project Management (HPM) framework to reduce delays based on implementation and evaluation results. SPI is calculated using a weighted WBS-based Planned Value (PV) baseline and the Earned Value (EV) derived from actual progress (SPI = EV/PV). The delay factors analyzed were first validated by three experts, and data were then collected through questionnaires distributed to project owners and consultants. The SEM-PLS model employs four constructs: owner practices (X1), consultant practices (X2), shared responsibility (X3), and external factors (X4). The results indicate that consultant practices (X2) constitute the most strategic control point for reducing delays, while external factors (X4) influence delays primarily through their impact on consultant practices (X2). Owner practices (X1) strongly shape shared responsibility/coordination mechanisms (X3), but do not directly determine delays in this model. Based on these findings, the HPM framework was refined with emphasis on controlling consultant deliverables, managing revisions and approvals, sprint timeboxing, deliverable milestone traceability, and structured documentation of decisions and changes. The final framework comprises nine artifacts: Consultant Detailed Plan, Work Breakdown Structure (WBS), Sprint Plan, Task Board, Logbook, Schedule Performance Index (SPI) Report, Sprint Evaluation, User Acceptance Testing (UAT) Form, and Decision and Change Log. Technical recommendations include periodic SPI reporting as an early warning mechanism, establishing document quality standards and revision response SLAs, and implementing escalation procedures for external risks to maintain planning execution rhythm.
