Abstract
Instalasi Farmasi Rumah Sakit sebagai bagian dari sistem pelayanan kesehatan berperan penting dalam menjamin ketersediaan obat dan memengaruhi besarnya biaya pengobatan pasien. Pada terapi kanker ovarium, penggunaan obat berbiaya tinggi seperti bevacizumab berkontribusi terhadap tingginya biaya farmasi yang harus ditanggung pasien. Kondisi ini menunjukkan adanya permasalahan dalam mekanisme pengendalian biaya farmasi berbasis mutu layanan di Rumah Sakit Umum Swasta XYZ. Penelitian ini bertujuan untuk mengidentifikasi peluang pengendalian biaya farmasi pada pengobatan kanker ovarium tanpa menurunkan kualitas layanan. Oleh karena itu, pendekatan sistem dinamik digunakan untuk menggambarkan hubungan antarvariabel, menganalisis perilaku sistem yang kompleks, serta mensimulasikan kondisi nyata dari sistem pelayanan farmasi rumah sakit. Pemodelan dan simulasi dilakukan menggunakan perangkat lunak Vensim DSS sebagai alat bantu pengambilan keputusan strategis terkait kebijakan pengendalian biaya. Berdasarkan hasil simulasi model yang telah dilakukan, skenario efisiensi rumah sakit berbasis mutu layanan mampu menurunkan akumulasi biaya pasien rata-rata sebesar 3,81%, sedangkan skenario diskon adaptif berbasis kualitas layanan memberikan penurunan yang lebih signifikan, yaitu sebesar 7,19%. Hasil ini menunjukkan bahwa pengendalian biaya farmasi yang terintegrasi dengan mutu layanan dapat menjadi alternatif kebijakan bagi rumah sakit dalam menekan biaya pengobatan kanker ovarium secara berkelanjutan.

The Hospital Pharmacy Installation, as an integral component of the healthcare service system, plays a crucial role in ensuring drug availability and influencing patients’ treatment costs. In ovarian cancer therapy, the use of high-cost medicines such as bevacizumab contributes substantially to the high pharmaceutical expenses borne by patients. This condition indicates deficiencies in the implementation of quality-based pharmaceutical cost control mechanisms at XYZ Private General Hospital. This study aims to identify opportunities for pharmaceutical cost control in ovarian cancer treatment without compromising service quality. Therefore, a system dynamics approach is employed to describe interrelationships among variables, analyze complex system behavior, and simulate real-world conditions of the hospital pharmaceutical service system. Modeling and simulation are conducted using Vensim DSS as a decision-support tool for strategic pharmaceutical cost control policies. The simulation results demonstrate that a hospital efficiency scenario based on service quality is able to reduce the average accumulated patient costs by 3.81%, while an adaptive discount scenario based on service quality yields a more substantial reduction of 7.19%. These findings indicate that integrating pharmaceutical cost control with service quality considerations can serve as a sustainable policy alternative for hospitals in reducing the cost of ovarian cancer treatment.
