Abstract
Kawasan Transit-Oriented Development (TOD) Cisauk mengalami peningkatan nilai lahan yang signifikan dalam beberapa tahun terakhir seiring dengan berkembangnya infrastruktur transportasi dan peningkatan aksesibilitas kawasan. Namun, kenaikan nilai lahan saat ini belum tertangkap secara optimal oleh pemerintah dan cenderung dimanfaatkan oleh pihak pengembang sebagai dasar dalam penentuan harga properti, sehingga manfaat ekonomi dari pembangunan infrastruktur publik lebih banyak terkonsentrasi pada pihak swasta. Oleh karena itu, Land Value Capture (LVC) menjadi penting sebagai instrumen untuk menangkap dan endistribusikan kembali sebagian dari hasil kenaikan nilai lahan pada publik guna mendukung pembiayaan infrastruktur, dan pengembangan kualitas layanan kawasan. Oleh karena itu, penelitian ini bertujuan untuk merumuskan strategi implementasi LVC dalam pengembangan kawasan TOD di Stasiun Cisauk, Kabupaten Tangerang. Untuk mencapai tujuan tersebut, maka perlu dicapai sasaran dalam penelitian ini, antara lain menganalisis Peningkatan Nilai Lahan di Kawasan TOD Stasiun Cisauk, menentukan instrumen LVC yang sesuai untuk diterapkan di Kawasan TOD Stasiun Cisauk, dan merumuskan skenario instrumen LVC di Kawasan TOD Stasiun Cisauk, Kabupaten Tangerang. Hasil penelitian menunjukkan bahwa Kawasan TOD Cisauk mengalami kenaikan nilai lahan yang signifikan pada beberapa tahun terakhir. Adapun faktor-faktor aksesibilitas yang mempengaruhi kenaikan nilai lahan di kawasan Cisauk, antara lain jarak lahan terhadap area perkantoran, jarak lahan terhadap gerbang tol, dan jarak lahan terhadap stasiun Cisauk. Berdasarkan kondisi eksisting dan karakteristik pengembangan wilayah, terdapat empat insturmen LVC yang paling sesuai untuk diterapkan di kawasan Cisauk, antara lain joint development, land value tax, transport utility fees, dan air rights sale karena dinilai paling sesuai dengan kondisi fisik kawasan, kapasitas kelembagaan, dan karakteristik pasar lahan di Cisauk.

Cisauk TOD area has experienced a significant increase in land values over the past few years, in line with the development of transportation infrastructure and improved area accessibility. However, this increase in land value has not yet been optimally captured by the government and tends to be utilized by developers as a basis for setting property prices, resulting in the economic benefits of public infrastructure investment being largely concentrated in the private sector. Therefore, Land Value Capture (LVC) is important as an instrument to capture and redistribute a portion of land value increments to the public in order to support infrastructure financing and the improvement of area service quality. Accordingly, this study aims to formulate a strategy for implementing Land Value Capture (LVC) in the development of the Transit Oriented Development (TOD) area at Cisauk Station, Tangerang Regency. To achieve this objective, the study seeks to analyze land value increases in the Cisauk Station TOD area, identify appropriate LVC instruments for implementation, and formulate scenarios for applying LVC instruments in the Cisauk Station TOD area, Tangerang Regency. The results show that the Cisauk TOD area has experienced a significant increase in land values in recent years. Accessibility related factors influencing land value increases in the Cisauk area include the distance of land parcels to office areas, toll road gates, and Cisauk Station. Based on existing conditions and the characteristics of regional development, four LVC instruments are considered the most suitable for implementation in the Cisauk area, namely joint development, land value tax, transport utility fees, and air rights sale, as they are deemed most compatible with the physical characteristics of the area, institutional capacity, and land market conditions in Cisauk.
