Abstract
Peningkatan jumlah lokomotif dan intensitas kegiatan perawatan di Depo Lokomotif Sidotopo menuntut penerapan sistem pengendalian persediaan suku cadang yang efektif dan efisien. Permasalahan yang dihadapi meliputi terjadinya kondisi overstock, belum optimalnya penentuan parameter pengendalian persediaan, serta tingginya biaya persediaan akibat belum adanya penetapan prioritas material yang terstruktur. Oleh karena itu, penelitian ini bertujuan untuk menetapkan tingkat prioritas persediaan suku cadang serta mengevaluasi kinerja model kebijakan pengendalian persediaan guna meminimalkan total biaya persediaan dengan tetap menjaga tingkat layanan. Metode penelitian diawali dengan klasifikasi persediaan menggunakan pendekatan multikriteria ABC–VED–FSN untuk mengelompokkan material berdasarkan nilai ekonomi, tingkat kritisitas terhadap operasional, dan karakteristik pergerakan. Berdasarkan hasil klasifikasi tersebut, material dikelompokkan ke dalam tiga tingkat prioritas, yaitu Kategori I, Kategori II, dan Kategori III. Kategori I terdiri dari 533 jenis material atau sekitar 56% dari total item, Kategori II terdiri dari 76 jenis material atau sekitar 8%, dan Kategori III terdiri dari 340 jenis material atau sekitar 36% dari total jenis material. Pengelompokan tingkat prioritas ini digunakan sebagai dasar dalam pemilihan kebijakan pengendalian persediaan yang sesuai dengan karakteristik masing-masing kategori. Hasil perbandingan model kebijakan pengendalian persediaan menunjukkan bahwa material dengan prioritas tinggi lebih efektif diterapkan kebijakan continuous review, sedangkan material dengan prioritas menengah hingga rendah lebih sesuai diterapkan kebijakan periodic review. Pemilihan kebijakan tersebut didasarkan pada evaluasi kinerja pengendalian persediaan melalui simulasi Monte Carlo dengan parameter service level, fill rate, dan biaya persediaan. Hasil penelitian menunjukkan bahwa penerapan kebijakan pengendalian persediaan berbasis prioritas mampu menentukan kebijakan pengendalian persediaan.

The increase in the number of locomotives and the intensity of maintenance activities at the Sidotopo Locomotive Depot necessitate the implementation of an effective and efficient spare parts inventory control system. The main problems encountered include overstock conditions, suboptimal determination of inventory control parameters, and high inventory costs due to the absence of a structured material prioritization approach. Therefore, this study aims to establish inventory priority levels for spare parts and to evaluate the performance of inventory control policy models in order to minimize total inventory costs while maintaining an adequate service level. The research methodology begins with inventory classification using a multicriteria ABC–VED–FSN approach to group materials based on economic value, operational criticality, and movement characteristics. Based on the classification results, materials are grouped into three priority levels, namely Category I, Category II, and Category III. Category I consists of 533 materials or approximately 56% of the total items, Category II consists of 76 materials or about 8%, and Category III consists of 340 materials or approximately 36% of the total materials. These priority groupings are then used as the basis for selecting appropriate inventory control policies according to the characteristics of each category. The results of the comparison between inventory control policy models indicate that high-priority materials are more effectively managed using a continuous review policy, whereas medium- to low-priority materials are more appropriately managed using a periodic review policy. The selection of these policies is based on the evaluation of inventory control performance through Monte Carlo simulation using service level, fill rate, and inventory cost as performance parameters. The findings demonstrate that the implementation of priority-based inventory control policies is able to support the determination of appropriate inventory control strategies.
