Abstract
Kecamatan Sampang, Kabupaten Sampang, merupakan wilayah yang secara berulang terdampak bencana banjir akibat luapan Sungai Kali Kemuning. Kondisi ini dipengaruhi oleh topografi dataran rendah, tingginya kepadatan permukiman di sepanjang sempadan sungai, serta keterbatasan sistem evakuasi yang terencana dan berbasis spasial. Banjir yang terjadi hampir setiap tahun menimbulkan kerugian fisik, sosial, dan ekonomi, serta meningkatkan risiko keselamatan penduduk, khususnya kelompok rentan. Penelitian ini bertujuan untuk menganalisis tingkat risiko bencana banjir serta mengevaluasi dan merumuskan sistem evakuasi banjir di Kecamatan Sampang, dengan fokus pada penentuan jalur dan titik evakuasi yang aman dan efektif. Metode penelitian yang digunakan adalah analisis spasial berbasis Sistem Informasi Geografis (SIG) dengan mengintegrasikan variabel bahaya dan kerentanan untuk menghasilkan peta risiko bencana banjir. Selanjutnya, dilakukan analisis jaringan (network analysis) menggunakan metode closest facility guna menentukan rute evakuasi optimal berdasarkan jaringan jalan, jarak tempuh, dan keterhubungan antarwilayah. Hasil penelitian menunjukkan bahwa kawasan dengan tingkat risiko tinggi terkonsentrasi pada wilayah dataran rendah di sepanjang aliran Sungai Kali Kemuning dengan kepadatan penduduk tinggi dan keterbatasan akses evakuasi. Analisis jaringan mengidentifikasi sejumlah rute evakuasi yang relatif efisien menuju titik aman, namun masih terdapat beberapa wilayah permukiman yang belum terlayani secara optimal. Temuan ini menegaskan perlunya penguatan perencanaan sistem evakuasi banjir yang terintegrasi dengan tingkat risiko wilayah, peningkatan aksesibilitas jaringan jalan, serta sinergi antara pemerintah daerah dan masyarakat dalam upaya mitigasi bencana banjir di Kecamatan Sampang.

Sampang District, Sampang Regency, is an area that is frequently affected by flooding due to the overflow of the Kemuning River. This condition is influenced by lowland topography, high settlement density along the riverbanks, and the absence of a well-planned and spatially integrated evacuation system. Recurrent flooding causes significant physical, social, and economic losses and increases safety risks for residents, particularly vulnerable groups. This study aims to analyze flood disaster risk levels and to evaluate and formulate an effective flood evacuation system in Sampang District, focusing on the identification of safe evacuation routes and shelters. The research employs a Geographic Information System (GIS)-based spatial analysis by integrating hazard and vulnerability variables to produce flood risk maps. Furthermore, a network analysis using the closest facility method is applied to determine optimal evacuation routes based on road networks, travel distance, and spatial connectivity. The results indicate that high-risk areas are predominantly concentrated in low-lying zones along the Kemuning River, characterized by high population density and limited evacuation access. The network analysis identifies several relatively efficient evacuation routes leading to safe locations; however, some residential areas remain inadequately served by the existing evacuation system. These findings highlight the necessity of strengthening flood evacuation planning that is integrated with spatial risk conditions, improving road network accessibility, and enhancing collaboration between local government and communities in flood disaster mitigation efforts in Sampang District.
