Abstract
Tata kelola teknologi informasi (IT governance) merupakan faktor strategis dalam mendukung pencapaian tujuan organisasi, khususnya dalam memastikan bahwa pemanfaatan dan investasi teknologi informasi selaras dengan strategi bisnis. Seiring meningkatnya ketergantungan organisasi terhadap teknologi, diperlukan mekanisme evaluasi tata kelola TI yang terstruktur, objektif, dan dapat diandalkan untuk mengukur tingkat kapabilitas serta kematangan proses TI. COBIT 2019 menjadi salah satu kerangka kerja yang banyak digunakan karena menyediakan panduan komprehensif dalam menilai kapabilitas proses serta maturity level tata kelola TI berdasarkan pendekatan yang sistematis dan terstandarisasi. Dalam praktiknya, proses evaluasi maturity level masih banyak dilakukan secara manual dengan menggunakan spreadsheet atau formulir berbasis kertas. Pendekatan ini memiliki berbagai keterbatasan, seperti tingginya kebutuhan waktu, risiko kesalahan perhitungan, inkonsistensi format laporan, serta keterbatasan dalam mengolah data yang kompleks dan terintegrasi. Oleh karena itu, penelitian ini bertujuan untuk merancang dan membangun sebuah aplikasi berbasis web yang mampu mendukung proses evaluasi maturity level tata kelola TI menggunakan framework COBIT 2019 secara terotomatisasi. Sistem yang dikembangkan mengimplementasikan mekanisme perhitungan maturity level dengan mengonversi nilai kualitatif hasil capability assessment ke dalam nilai kuantitatif menggunakan pendekatan titik tengah (midpoint) berdasarkan rentang persentase COBIT Performance Management (CPM). Nilai aktivitas dihitung untuk memperoleh skor kapabilitas proses, yang selanjutnya diagregasikan menjadi maturity level pada tingkat domain. Hasil perhitungan disajikan dalam bentuk nilai desimal serta divisualisasikan menggunakan spider chart untuk memudahkan analisis perbandingan antara current maturity dan target maturity. Hasil penelitian menunjukkan bahwa sistem mampu menghasilkan perhitungan maturity level secara konsisten, objektif, dan sesuai dengan standar COBIT 2019. Pengujian usability menggunakan metode System Usability Scale (SUS) menghasilkan skor rata-rata sebesar 71,25 yang berada pada kategori acceptable dengan tingkat penilaian good. Dengan demikian, aplikasi berbasis web yang dikembangkan dapat meningkatkan efisiensi, akurasi, serta konsistensi proses evaluasi maturity level dibandingkan metode manual.

Information Technology (IT) governance is a strategic factor in supporting organizational objectives, particularly in ensuring that the utilization and investment of IT resources are aligned with business strategies. As organizations increasingly depend on technology, structured and reliable evaluation mechanisms are required to assess the capability and maturity of IT governance processes. COBIT 2019 is widely adopted as an IT governance framework due to its comprehensive and systematic approach to measuring process capability and maturity levels. In practice, maturity level evaluations are still commonly performed manually using spreadsheets or paper-based assessment forms. This approach presents several limitations, including time inefficiency, high risk of calculation errors, inconsistent reporting formats, and limited capability in processing complex and integrated data. Therefore, this study aims to design and develop a web-based application that supports automated IT governance maturity level evaluation based on the COBIT 2019 framework. The developed system implements a maturity level calculation mechanism by converting qualitative capability assessment ratings into quantitative values using a midpoint approach derived from the COBIT Performance Management (CPM) percentage ranges. Activity scores are calculated to determine process capability scores, which are subsequently aggregated to obtain domain-level maturity values. The results are presented in decimal form and visualized through spider charts to facilitate comparison between current maturity and target maturity levels. The results demonstrate that the system is capable of producing consistent, objective, and COBIT 2019-compliant maturity level calculations. Usability testing conducted using the System Usability Scale (SUS) resulted in an average score of 71.25, classified as acceptable with a good rating. Thus, the proposed web-based application enhances the efficiency, accuracy, and consistency of IT governance maturity level evaluations compared to conventional manual methods.
