Abstract

Kota Tanjungpinang merupakan salah satu kota yang saat ini memiliki nilai pertumbuhan penduduk yang cukup tinggi, yang sebagian besar disebabkan oleh meningkatnya jumlah pendatang atau perantau yang menetap untuk bekerja maupun berwirausaha. Pada kondisi ini dibutuhkan hunian yang layak namun masih terjangkau khususnya bagi masyarakat menengah kebawah. Pemerintah mendukung upaya pembangunan rumah subsidi guna mendorong peningkatan akses masyarakat terhadap kepemilikan rumah. Namun, dalam penyediaan hunian yang layak dan terjangkau terdapat banyak risiko bagi investor yang dapat memengaruhi tingkat keuntungan, seperti peraturan yang telah ditetapkan oleh Kementerian Pekerjaan Umum dan Perumahan Rakyat tentang batasan harga jual dan spesifikasi. Oleh karena itu, diperlukan penelitian yang bertujuan untuk menganalisis sejauh mana batas bagi investor maupun pemilik proyek Perumahan Taman Deli Residence dalam menyediakan hunian yang layak namun tetap terjangkau, dengan melakukan analisis sensitivitas terhadap variabel kunci seperti harga jual unit rumah, biaya pembangunan, dan rencana penjualan. Penelitian ini dilakukan dengan melakukan perhitungan terhadap kriteria investasi menggunakan Net Present Value (NPV), Internat Rate of Return (IRR), dan Payback Period (PP). Setelah itu dilakukan analisis sensitivitas untuk melihat dampak dari perubahan variabel seperti harga jual unit rumah, biaya investasi, dan rencana penjualan batas penerimaan investasi. Hasil analisis menunjukkan Nilai Net Present Value (NPV) positif sebesar Rp219.102.898,10, Internal Rate of Return (IRR) memenuhi persyaratan MARR dengan besar IRR 12,20%, dan Payback Periode pada tahun ke-3. Berdasarkan analisis sensitivitas didapatkan bahwa kenaikan biaya yang masih dapat ditoleransi pada proyek Perumahan Taman Deli Residence adalah ketika perubahan biaya investai awal sebesar 1,34% dari biaya investasi awal, perubahan biaya konstruksi sebesar 2,31% dari biaya konstruksi awal, perubahan biaya lahan sebesar 4,33% dari biaya lahan awal, perubahan harga jual sebesar -1,24% dari harga jual awal, dan perubahan jumlah unit terjual sebesar -1,38% atau pengurangan 1 unit dari jumlah unit terjual awal. Penelitian ini diharapkan dapat menjadi bahan pertimbangan bagi investor dalam mengelola risiko dengan menggunakan hasil dari analisis sensitivitas yang telah didapatkan.

The city of Tanjungpinang is currently experiencing high population growth, largely due to an increase in the number of migrants settling there for work or business opportunities. This situation creates a need for decent yet affordable housing, especially for the lower-middle class. The government supports efforts to build subsidized housing in order to encourage increased access to home ownership. However, in providing decent and affordable housing, there are many risks for investors that can affect profit levels, such as regulations set by the Ministry of Public Works and Public Housing regarding sales price limits and specifications. Therefore, research is needed to analyze the extent to which investors and project owners of Taman Deli Residence Housing are limited in providing decent yet affordable housing by conducting a sensitivity analysis of key variables such as the selling price of housing units, construction costs, and sales plans. This research was conducted by calculating investment criteria using Net Present Value (NPV), Internal Rate of Return (IRR), and Payback Period (PP). After that, a sensitivity analysis was conducted to see the impact of changes in variables such as the selling price of housing units, investment costs, and sales plans on investment acceptance limits. The analysis results show a positive Net Present Value (NPV) of Rp 219,102,898.10, an Internal Rate of Return (IRR) that meets the MARR requirement with an IRR of 12.20%, and a Payback Period of 3 years. Based on the sensitivity analysis, it was found that the increase in costs that could still be tolerated in the Taman Deli Residence Housing project was when the change in initial investment costs was 1.34% of the initial investment costs, the change in construction costs was 2.31% of the initial construction costs, the change in land costs was 4.33% of the initial land costs, a change in the selling price of -1.24% from the initial selling price, and a change in the number of units sold of -1.38% or a reduction of 1 units from the initial number of units sold. This study is expected to be a consideration for investors in managing risk by using the results of the sensitivity analysis that has been obtained.
