Abstract

Peningkatan kebutuhan perumahan terjangkau di Indonesia menuntut pengembangan hunian yang tidak hanya berorientasi pada kuantitas, tetapi juga memperhatikan aspek keberlanjutan lingkungan melalui penerapan konsep perumahan hijau. Developer diidentifikasi sebagai pemangku kepentingan yang paling berpengaruh dalam mendorong adopsi bangunan hijau. Implementasi konsep hijau pada perumahan terjangkau masih menghadapi berbagai tantangan, terutama terkait kesiapan developer dalam mengadopsi prinsip keberlanjutan di tengah keterbatasan biaya, regulasi, dan kapasitas organisasi. Penelitian ini bertujuan mengidentifikasi faktor-faktor kesiapan developer yang dinilai penting serta menganalisis kesenjangan antara tingkat kepentingan faktor dan kesiapan aktual developer dalam implementasi konsep hijau pada perumahan terjangkau. Sebanyak 25 variabel kesiapan yang diidentifikasi melalui studi literatur sebagai dasar penyusunan instrumen penelitian. Metode analisis yang digunakan mengintegrasikan Importance-Relative Analysis (IRA) untuk menentukan peringkat prioritas faktor serta menyamakan kesepakatan jawaban antar responden. Di samping itu, juga digunakan Metode Importance–Performance Analysis (IPA) untuk memetakan posisi kinerja developer, yang dilengkapi dengan wawancara untuk merumuskan rekomendasi strategi peningkatan kesiapan. Data dikumpulkan melalui kuesioner yang disebarkan kepada responden yang terlibat dalam pengelolaan dan pengambilan keputusan pada proyek perumahan terjangkau Hasil penelitian ini menunjukkan bahwa beberapa faktor kesiapan menandakan tingkat kepentingan tinggi namun kesiapan aktual developer masih rendah. Faktor-faktor tersebut berjumlah lima, meliputi kolaborasi dan jaringan, pengetahuan, program audit yang efektif, anggaran keuangan yang memadai, serta kesadaran terhadap konsep desain hijau untuk penyediaan perumahan. Berdasarkan hasil wawancara, dirumuskan strategi peningkatan kesiapan yang bersifat realistis dan kontekstual. Penelitian ini memberikan informasi yang dapat digunakan sebagai salah satu acuan untuk meningkatkan kesiapan dalam implementasi konsep hijau pada perumahan terjangkau.

The increasing demand for affordable housing in Indonesia requires residential development that is not only focused on quantity but also considers environmental sustainability through the implementation of green housing concepts. Developers are identified as the most influential stakeholders in driving the adoption of green buildings. However, the implementation of green concepts in affordable housing still faces various challenges, particularly related to developers’ readiness to adopt sustainability principles amid constraints in cost, regulations, and organizational capacity. This study aims to identify the factors of developer readiness that are considered important and to analyze the gap between the level of importance of these factors and the actual readiness of developers in implementing green concepts in affordable housing. A total of 25 readiness variables were identified through literature review as the basis for developing the research instrument. The analysis methods used integrate Importance-Relative Analysis (IRA) to determine the priority ranking of factors and to align the answer agreement between respondents agreement. Additionally, Importance–Performance Analysis (IPA) to map the developer's performance position, complemented by interviews to formulate strategic recommendations for improving readiness. Data were collected through questionnaires distributed to respondents involved in management and decision-making in affordable housing projects. The results indicate that several readiness factors exhibit high importance but low actual readiness. Five factors were identified, namely collaboration and networking, knowledge, effective audit programs, adequate financial budgeting, and awareness of green housing design concepts. Based on the interview findings, realistic and contextual strategies were formulated to enhance developer readiness. This research provides information that can be used as guidelines to enhance readiness in implementing green concepts in affordable housing.
