Abstract

Pembangunan Merupakan Proses Sosial Yang Bersifat Komprehensif, Mencakup Pertumbuhan Ekonomi Dan Perubahan Sosial Yang Bertujuan Meningkatkan Kesejahteraan Masyarakat. Dalam Upaya Percepatan Pembangunan, Sektor Pertambangan Sering Dimanfaatkan Sebagai Penggerak Ekonomi Karena Kontribusinya Terhadap Penciptaan Lapangan Kerja Dan Peningkatan Penerimaan Negara. Namun Demikian, Aktivitas Pertambangan Juga Berpotensi Menimbulkan Dampak Negatif, Khususnya Terhadap Lingkungan Dan Kondisi Sosial Masyarakat Di Sekitar Wilayah Operasional. Kabupaten Kotabaru Merupakan Salah Satu Wilayah Yang Perekonomiannya Bertumpu Pada Sektor Pertambangan, Di Mana Aktivitas Tersebut Berdampak Pada Kehidupan Masyarakat Adat Suku Dayak, Terutama Terkait Perubahan Pemanfaatan Ruang, Tekanan Sosial, Dan Munculnya Konflik Sosial. Sebagai Bentuk Tanggung Jawab Sosial Perusahaan, PT. ABC Melaksanakan Program Corporate Social Responsibility (CSR) Dengan Tujuan Mengurangi Dampak Sosial Yang Ditimbulkan Oleh Aktivitas Pertambangan. Namun, Pelaksanaan Program CSR Tersebut Dinilai Belum Sepenuhnya Efektif Dan Belum Sepenuhnya Selaras Dengan Kebutuhan Masyarakat Adat. Oleh Karena Itu, Penelitian Ini Bertujuan Untuk Merumuskan Strategi Optimalisasi Program CSR Dalam Mengatasi Dampak Sosial Yang Dialami Masyarakat Adat Suku Dayak Di Wilayah Sekitar Operasional Perusahaan. Penelitian Ini Menggunakan Pendekatan Metode Campuran (Mixed Methods) Dengan Mengombinasikan Analisis Kualitatif Dan Kuantitatif. Model Analisis Interaktif Miles Dan Huberman Digunakan Untuk Mengidentifikasi Faktor-Faktor Yang Memengaruhi Pelaksanaan Kebijakan CSR. Selanjutnya, Analisis Dampak Sosial Dilakukan Menggunakan Uji One Sample Wilcoxon Untuk Menilai Persepsi Masyarakat Terhadap Dampak Sosial Program CSR. Berdasarkan Hasil Kedua Analisis Tersebut, Perumusan Strategi Optimalisasi Program CSR Dilakukan Melalui Analisis SWOT. Hasil Penelitian Menunjukkan Bahwa Pelaksanaan CSR PT. ABC Dipengaruhi Oleh Beberapa Faktor Utama, Antara Lain Ketersediaan Pendanaan, Komunikasi Dan Koordinasi Dengan Pemangku Kepentingan, Kebijakan Pemerintah, Monitoring Dan Evaluasi, Penerapan Prinsip Pemberdayaan Masyarakat, Pemetaan Sosial, Transparansi Anggaran, Serta Persepsi Masyarakat. Analisis Dampak Sosial Menunjukkan Bahwa Secara Umum Masyarakat Desa Binaan Tidak Merasakan Dampak Sosial Yang Signifikan. Namun Demikian, Pada Masyarakat Adat Suku Dayak Di Delapan Desa Binaan Masih Ditemukan Dampak Sosial Berupa Perubahan Struktur Populasi, Konflik Antara Masyarakat Lokal Dan Perusahaan, Dampak Pada Tingkat Individu Dan Keluarga, Serta Kesenjangan Sosial. Berdasarkan Temuan Tersebut, Dirumuskan Strategi Optimalisasi Program CSR Yang Lebih Terarah, Partisipatif, Dan Berkelanjutan.

In The Context Of Accelerated Development, The Mining Sector Is Frequently Utilized As An Economic Driver Due To Its Contribution To Employment Creation And National Revenue. Nevertheless, Mining Activities Also Pose Significant Risks, Particularly In Terms Of Environmental Degradation And Social Disruption In Surrounding Communities. Kotabaru Regency Is One Of The Regions Whose Economy Relies Heavily On The Mining Sector, Where Mining Expansion Has Affected The Livelihoods Of Indigenous Dayak Communities, Especially In Relation To Land Use Changes, Social Pressures, And The Emergence Of Social Conflicts. As Part Of Corporate Accountability, PT. ABC Implements Corporate Social Responsibility (CSR) Programs Intended To Mitigate The Social Impacts Generated By Mining Operations. However, The Implementation Of These CSR Programs Has Not Been Fully Effective And Has Not Entirely Aligned With The Specific Needs Of Indigenous Communities. Therefore, This Study Aims To Formulate Strategies For Optimizing CSR Programs In Addressing Social Impacts Experienced By The Dayak Indigenous Communities Residing In Areas Surrounding The Company’s Operations. This Study Adopts A Mixed-Methods Approach By Integrating Qualitative And Quantitative Analyses. The Interactive Analysis Model Of Miles And Huberman Is Applied To Identify Factors Influencing The Implementation Of CSR Policies. Furthermore, Social Impact Analysis Is Conducted Using The One-Sample Wilcoxon Test To Examine Community Perceptions Of The Social Impacts Of CSR Programs. Based On The Findings From Both Analyses, SWOT Analysis Is Employed To Formulate Strategies For Optimizing CSR Implementation. The Results Indicate That The Implementation Of CSR Programs At PT. ABC Is Influenced By Several Key Factors, Including The Availability Of Funding, Communication And Coordination With Stakeholders, Government Policies, Monitoring And Evaluation Mechanisms, The Application Of Community Empowerment Principles, Social Mapping, Budget Transparency, And Community Perceptions. The Social Impact Analysis Reveals That, In General, Residents Of Assisted Villages Do Not Perceive Significant Social Impacts. However, Among Indigenous Dayak Communities Across Eight Assisted Villages, Social Impacts Remain Evident, Including Population Changes, Conflicts Between Local Communities And The Company, Impacts At The Individual And Household Levels, And Social Inequality. Based On These Findings, This Study Proposes CSR Optimization Strategies That Are More Targeted, Participatory, And Sustainable In Supporting Inclusive Regional Development.
