Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh implementasi Contractor Safety Management System (CSMS) dan safety behavior terhadap kesiapan pelaksanaan pekerjaan vendor Yantek dalam kondisi pasca bencana alam, serta menguji peran variabel mediasi berupa budaya K3, peralatan kerja, pengelolaan risiko, dan pola pengawasan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 88 responden yang terdiri dari manajemen dan pekerja vendor Yantek, pengawas proyek, personel K3L PT PLN (Persero), serta auditor CSMS. Data dianalisis menggunakan metode Partial Least Squares Structural Equation Modeling (PLS-SEM) melalui perangkat lunak SmartPLS. Hasil analisis menunjukkan bahwa implementasi CSMS dan safety behavior berpengaruh positif dan signifikan terhadap kesiapan pelaksanaan pekerjaan vendor pasca bencana. Temuan ini mengindikasikan bahwa sistem keselamatan yang terstruktur dan perilaku keselamatan individu merupakan faktor kunci dalam meningkatkan kesiapan operasional pada kondisi kerja berisiko tinggi. Selain itu, budaya K3, peralatan kerja, pengelolaan risiko, dan pola pengawasan terbukti berperan sebagai mediator yang signifikan dalam memperkuat pengaruh CSMS terhadap kesiapan kerja vendor. Hal ini menunjukkan bahwa efektivitas CSMS tidak hanya ditentukan oleh kepatuhan prosedural, tetapi juga oleh dukungan sistem keselamatan kerja yang terintegrasi di tingkat operasional. Secara keseluruhan, penelitian ini menegaskan bahwa penerapan CSMS yang efektif, didukung oleh perilaku keselamatan pekerja dan sistem pendukung keselamatan yang memadai, mampu meningkatkan kesiapan pelaksanaan pekerjaan vendor Yantek dalam menghadapi kondisi darurat pasca bencana alam. Temuan penelitian ini memberikan kontribusi empiris dalam pengembangan kajian CSMS di sektor ketenagalistrikan, sekaligus menjadi dasar rekomendasi strategis bagi PT PLN (Persero) dalam memperkuat kesiapan dan keselamatan kerja vendor di wilayah rawan bencana.

This study examines the effects of Contractor Safety Management System (CSMS) implementation and safety behavior on the post-disaster work readiness of technical service vendors, while also investigating the mediating roles of safety culture, work equipment, risk management, and supervision patterns. The research adopts a quantitative approach using a survey method involving 88 respondents, consisting of technical service vendor management and workers, project supervisors, Occupational Health, Safety, and Environment (K3L) personnel of PT PLN (Persero), and CSMS auditors. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. The results demonstrate that both CSMS implementation and safety behavior have a positive and statistically significant effect on vendors’ work readiness in post-disaster conditions. These findings indicate that a structured safety management system, together with individual safety-oriented behavior, constitutes a critical determinant of operational readiness in high-risk and emergency work environments. Furthermore, safety culture, adequacy of work equipment, effectiveness of risk management, and supervision patterns were found to significantly mediate the relationship between CSMS and post-disaster work readiness. This suggests that the impact of CSMS extends beyond procedural compliance and is substantially strengthened by an integrated safety support system at the operational level. Overall, the study confirms that effective CSMS implementation, reinforced by strong safety behavior and comprehensive safety support mechanisms, significantly enhances the readiness of technical service vendors to perform work safely and effectively in post-disaster contexts. This research contributes empirical evidence to the advancement of CSMS studies within the electricity distribution sector and provides strategic insights for PT PLN (Persero) in strengthening contractor safety governance and post-disaster operational resilience in disaster-prone regions.
