Abstract
Perubahan kebijakan kapasitas penyimpanan M365 Education dari skema 1 TB per pengguna menjadi kuota 100 TB per organisasi per tahun menuntut Institut Teknologi Sepuluh Nopember (ITS) merespons melalui Surat Edaran (SE) tentang penyesuaian penggunaan penyimpanan. Penelitian menggunakan pendekatan kualitatif studi kasus eksploratif dengan analisis tematik berbantuan ATLAS.ti melalui tahapan compiling, disassembling, reassembling, interpreting, dan concluding. Data diperoleh dari wawancara dosen dan tenaga kependidikan serta informan pengelola kebijakan, dan diperkaya telaah dokumen kebijakan internal. Analisis dipandu teori Socio-Technical System (STS) untuk memetakan faktor pada dimensi People, Structure/Organization, Process, dan Technology. Hasil menunjukkan enam belas faktor yang membentuk mekanisme kesiapan melalui pendukung (successor) dan penghambat (inhibitor). Faktor pendukung adalah koordinasi sosialisasi aktif, cloud unit untuk data kelembagaan, keberlanjutan data saat rotasi personel, adaptasi pengguna terhadao paltform, klinik/helpdesk dan PIC teknis, prosedur pengajuan tambahan storage, dan NAS internal sebagai alternatif. Faktor penghambat meliputi kuota seragam tidak realistis, kebutuhan sesuai peran pengguna belum terpenuhi, standar backup recovery belum merata, resistensi keberatan pengguna, overquota mengunci sinkronisasi, risiko data hilang, migrasi terkendala jaringan, kolaborasi berlapis, dan migrasi lambat (pengerjaan paralel). Rangkaian analisis ini merujuk pada SE 5266/IT2.III/B/TI.04/IV/2025 hingga penyusunan proposisi model konseptual awal, proses wawancara, dan sintesis Peta Tematik hubungan faktor pendukung dan penghambat pada Gambar 5.31.

The change in M365 Education storage capacity policy from a scheme of 1 TB per user to a quota of 100 TB per organization per year requires the Sepuluh Nopember Institute of Technology (ITS) to respond through a Circular Letter (SE) regarding adjustments in storage usage. The research uses a qualitative exploratory case study approach with thematic analysis assisted by ATLAS.ti through the stages of compiling, disassembling, reassembling, interpreting, and concluding. Data were obtained from interviews with lecturers and educational staff as well as policy management informants, enriched by a review of internal policy documents. The analysis was guided by the Socio-Technical System (STS) theory to map factors in the dimensions of People, Structure/Organization, Process, and Technology. The results show sixteen factors that form the readiness mechanism through enablers (successors) and inhibitors. Supporting factors include active socialization coordination, a cloud unit for institutional data, data continuity during personnel rotation, user adaptation to the platform, clinics/helpdesks and technical PICs, procedures for requesting additional storage, and internal NAS as an alternative. The inhibiting factors include unrealistic uniform quotas, unmet needs according to user roles, uneven backup recovery standards, user resistance and objections, overquota locking synchronization, risk of data loss, migration hindered by network issues, layered collaboration, and slow migration (parallel processing). This series of analyses refers to SE 5266/IT2.III/B/TI.04/IV/2025 up to the preparation of the initial conceptual model proposition, interview process, and synthesis of the Thematic Map of the relationship between supporting and inhibiting factors in Figure 5.31.
