Abstract

Perkembangan peradaban modern sangat bergantung pada energi fosil yang merupakan sumber daya tidak terbarukan dan terbatas. Salah satu konsumen energi fosil terbesar adalah sektor transportasi. Sektor transportasi merupakan salah satu penyumbang utama pencemaran udara di wilayah perkotaan sehingga diperlukan solusi alternatif yang lebih ramah lingkungan salah satunya melalui pengambangan kendaraan listrik (Electric Vehicle). Sebagai langkah percepatan adopsi kendaraan listrik, pemerintah Indonesia meluncurkan Program Kendaraan Bermotor Listrik Berbasis Baterai (KBLBB) yang diikuti dengan peningkatan infrastruktur pendukung berupa Stasiun Pengisian Kendaraan Listrik Umum (SPKLU). Dalam Road Map Pengembangan Infrastruktur Kendaraan Listrik Tahun 2020-2024, Kota Bandung termasuk dalam tiga wilayah yang diprioritaskan untuk pengembangan SPKLU. Penelitian ini merupakan penelitian campuran kualitatif-kuantitatif. Data penelitian terdiri atas data primer yang didapatkan melalui observasi dan kuesioner, serta data sekunder yang diperoleh dari studi literatur. Data tersebut kemudian dianalisis menggunakan metode Delphi dan Analytical Hierarchy Process (AHP). Hasil penelitian mengidentifikasi enam variabel yang mempengaruhi identifikasi lokasi alternatif SPKLU. Satu variabel merupakan variabel wajib yang tidak diikutsertakan dalam analisis Delphi namun tetap dianalisis menggunakan AHP yaitu variabel aksesibilitas terhadap jalan. Lima variabel lainnya ditentukan berdasarkan hasil analisis Delphi yaitu Kesesuaian Ruang, Jarak dari Jaringan Listrik, Jarak dari Permukiman, Tempat Parkir, dan Integrasi Fasilitas Umum. Hasil dari analisis AHP selanjutnya digunakan sebagai masukan untuk analisis Weighted Sum yang menghasilkan peta rekomendasi lokasi alternatif SPKLU di Kota Bandung. Nilai kesesuaian lokasi memiliki rentang antara 0,20 hingga 0,96. Berdasarkan hasil tersebut, dipilih 100 lokasi dengan nilai kesesuaian tertinggi sebagai lokasi alternatif untuk memenuhi kebutuhan pembangunan SPKLU di Kota Bandung.

The development of modern civilization is highly dependent on fossil fuels, which are non-renewable and limited resources. One of the largest consumers of fossil fuels is the transportation sector. The transportation sector is a major contributor to air pollution in urban areas necessitating alternative more environmentally friendly solutions, one of which is the development of electric vehicles. To accelerate the adoption of electric vehicles, the Indonesian government launched the Battery-Based Electric Motor Vehicle Program followed by improvements in supporting infrastructure in the form of Public Electric Vehicle Charging Stations (PEVCS). In the 2020-2024 Electric Vehicle Infrastructure Development Roadmap, Bandung City is included among the three areas prioritized for PEVCS development. This study is a mixed qualitative-quantitative study. The research data consists of primary data obtained through observation and questionnaires, as well as secondary data obtained from literature studies. The data were then analyzed using the Delphi method and the Analytical Hierarchy Process (AHP). The results identified six variables that influence the identification of potential SPKLU locations. One variable, a mandatory variable not included in the Delphi analysis but still analyzed using AHP, is the variable of road accessibility. Five other variables were determined based on the results of the Delphi analysis namely Spatial Suitability, Distance from the Electricity Network, Distance from Residential Areas, Parking Space, and Public Facility Integration. The results of the AHP analysis were then used as input for the Weighted Sum analysis, which produced a map of recommended alternative locations for SPKLUs in Bandung City. The location suitability values ranged from 0.20 to 0.96. Based on these results, 100 locations with the highest suitability values were selected as alternative locations to meet the needs of SPKLU development in Bandung City.
