Abstract
Transformasi digital dalam sistem pengadaan barang dan jasa pemerintah menjadi salah satu agenda strategis nasional, sebagaimana diamanatkan dalam Peraturan Presiden No. 16 Tahun 2018. Perpres No. 12 Tahun 2021 serta Instruksi Presiden No. 2 Tahun 2022 tentang percepatan penggunaan Produk Dalam Negeri (PDN) dan produk Usaha Mikro, Kecil, dan Koperasi (UMK). Implementasi e-Catalogue versi 6.0, yang dikembangkan oleh Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) dan PT Telkom Indonesia, diharapkan dapat meningkatkan efisiensi, transparansi, dan akuntabilitas proses pengadaan, sekaligus mempercepat penyerapan anggaran serta mendorong pertumbuhan ekonomi nasional melalui belanja produk domestik. Namun, keberhasilan sistem ini sangat ditentukan oleh sejauh mana pengguna, khususnya di lingkungan pemerintah daerah, menerima dan menggunakan E-Catalogue V.6 secara efektif. Untuk memahami faktor-faktor yang memengaruhi penerimaan ini, penelitian ini menggunakan pendekatan Modified Technology Acceptance Model (M-TAM), yaitu pengembangan dari model TAM klasik yang dikemukakan oleh Davis (1989). M-TAM tidak hanya menitikberatkan pada dua variabel utama, yaitu perceived usefulness (PU) dan perceiv ed ease of use (PEOU), tetapi juga menambahkan variabel eksternal seperti subjective norm, facilitating conditions, serta dukungan organisasi, agar lebih kontekstual dengan karakteristik birokrasi sektor publik Indonesia. Penelitian ini menganalisis bagaimana persepsi pengguna terhadap kemudahan, manfaat, dan dukungan institusi memengaruhi niat serta sikap mereka dalam menggunakan E-Catalogue V.6. Data dikumpulkan melalui survei terhadap aparatur pemerintah daerah yang terlibat dalam proses pengadaan dan dianalisis dengan pendekatan kuantitatif menggunakan Structural Equation Modeling (SEM). Hasilnya menunjukkan bahwa variabel eksternal berperan signifikan dalam meningkatkan penerimaan sistem.

Digital transformation in the public procurement system has become one of the national strategic agendas, as mandated by Presidential Regulation No. 16 of 2018 in conjunction with Presidential Regulation No. 12 of 2021, as well as Presidential Instruction No. 2 of 2022 concerning the acceleration of the use of Domestic Products (PDN) and products from Micro, Small, and Cooperative Enterprises (UMK). The implementation of E-Catalogue version 6.0, developed by the National Public Procurement Agency (LKPP) in collaboration with PT Telkom Indonesia, is expected to enhance efficiency, transparency, and accountability in the procurement process, while also accelerating budget absorption and stimulating national economic growth through domestic product spending. However, the success of this system heavily depends on the extent to which users—particularly within local government institutions—accept and effectively utilize E-Catalogue V.6. To understand the factors influencing this acceptance, the study adopts the Modified Technology Acceptance Model (M-TAM), an extension of the classical TAM proposed by Davis (1989). M-TAM emphasizes not only the two core variables—perceived usefulness (PU) and perceived ease of use (PEOU)—but also incorporates external variables such as subjective norms, facilitating conditions, and organizational support, to better reflect the contextual characteristics of Indonesia’s public sector bureaucracy. This research analyzes how users' perceptions of ease, usefulness, and institutional support affect their attitudes and intentions to use E-Catalogue V.6. Data were collected through surveys distributed to local government officials involved in procurement processes and analyzed using a quantitative approach with Structural Equation Modeling (SEM). The findings reveal that external variables play a significant role in enhancing system acceptance.
