Abstract

Penelitian ini menganalisis dampak sosial dan ekonomi dari implementasi program Corporate Social Responsibility (CSR) E-MAS BAYU oleh PT Pertamina (Persero) di Dusun Bondan, Desa Ujung Alang, Kabupaten Cilacap. Program ini merupakan inisiatif pemberdayaan masyarakat melalui pemanfaatan energi terbarukan berbasis sistem hybrid tenaga surya dan angin. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus melalui observasi lapangan, wawancara mendalam, dan dokumentasi untuk mengevaluasi efektivitas program tersebut. Hasil penelitian menunjukkan bahwa secara sosial, program ini berhasil memicu terbentuknya kelompok usaha baru seperti Koperasi Konsumen Bondan Sukses Sejahtera dan Kelompok Ibu Mandiri, serta meningkatkan interaksi sosial antarwarga. Namun, ditemukan dampak negatif berupa munculnya konflik horizontal yang dipicu oleh persepsi ketidakadilan dalam distribusi manfaat dan kurangnya transparansi alokasi dana. Secara ekonomi, program ini memberikan kontribusi positif melalui peningkatan pendapatan rumah tangga dari diversifikasi usaha berbasis listrik dan efisiensi pengeluaran energi bulanan masyarakat. Meskipun memberikan dampak awal yang baik, penelitian ini mengidentifikasi masalah mendasar dalam aspek keberlanjutan. Ditemukan bahwa tidak adanya mekanisme monitoring dan evaluasi pasca pelaksanaan yang terstruktur membuat warga kesulitan melakukan pelaporan jika terjadi kerusakan infrastruktur. Selain itu, terdapat keterbatasan kapasitas teknis lokal, ketersediaan suku cadang yang minim, dan rendahnya edukasi lanjutan mengenai perawatan instalasi PLTH. Kurangnya pendampingan teknis yang berkelanjutan dan lemahnya tata kelola organisasi di tingkat lokal menyebabkan operasionalisasi program menjadi tidak fungsional dan rentan terhadap stagnasi.

This study analyzes the social and economic impacts of the implementation of the E-MAS BAYU Corporate Social Responsibility (CSR) program by PT Pertamina (Persero) in Dusun Bondan, Ujung Alang Village, Cilacap Regency. The program represents a community empowerment initiative through the utilization of renewable energy based on a hybrid system combining solar and wind power. This research employs a qualitative approach using a case study method, incorporating field observations, in-depth interviews, and documentation to evaluate the effectiveness of the program. The findings indicate that, from a social perspective, the program successfully facilitated the formation of new community-based economic groups, such as the Bondan Sukses Sejahtera Consumer Cooperative and the Kelompok Ibu Mandiri, as well as enhanced social interaction among residents. However, negative social impacts were also identified, particularly the emergence of horizontal conflicts triggered by perceptions of inequitable benefit distribution and a lack of transparency in fund allocation. Economically, the program contributed positively by increasing household income through electricity-based business diversification and reducing monthly energy expenditures. Despite these initial positive impacts, the study reveals fundamental challenges related to program sustainability. The absence of a structured post-implementation monitoring and evaluation mechanism has made it difficult for residents to report infrastructure failures. Furthermore, limitations in local technical capacity, restricted availability of spare parts, and insufficient follow-up education on PLTH system maintenance were identified. The lack of continuous technical assistance and weak organizational governance at the local level have rendered the program’s operation vulnerable to stagnation and functional decline.
