Abstract
Banjir tahunan di wilayah Sungai Juana, khususnya Kabupaten Pati, merupakan permasalahan berulang yang berdampak pada permukiman dan lahan pertambakan. Kondisi ini dipengaruhi oleh curah hujan ekstrem, pasang air laut yang menimbulkan aliran balik (backwater), serta keterbatasan kapasitas tampung sungai di bagian hilir. Di Sungai Juana terdapat Bendung Karet Juana pada STA 11+900, namun banjir masih sering terjadi sehingga diperlukan evaluasi dan alternatif penanganan yang lebih efektif. Penelitian ini bertujuan menganalisis kondisi banjir dan mengevaluasi upaya pengendalian banjir di Sungai Juana bagian hilir. Ruang lingkup penelitian dimulai dari Bendung Karet Juana hingga muara Sungai Juana. Analisis dilakukan melalui routing debit pada kondisi bendung karet mengembang dan mengempis, serta evaluasi peningkatan kapasitas tampungan melalui normalisasi pada tampungan sungai di hulu Bendung Karet Pati. Alternatif normalisasi menggunakan penampang berlereng 1:2 karena stabil dan aman pada kondisi pasang maupun surut. Hasil penelitian menunjukkan debit routing terbesar pada kondisi bendung karet mengembang sebesar 836,59 m³/dt, sedangkan pada kondisi mengempis sebesar 971,20 m³/dt. Normalisasi meningkatkan volume tampungan dari 11.893.311,73 m³ menjadi 30.654.391,342 m³ dan mampu mereduksi aliran banjir sebelum melimpah melewati bendung dengan reduksi sebesar 61%. Selain itu, pemodelan hidraulik menunjukkan normalisasi mengurangi limpasan, dengan reduksi maksimum saat surut yaitu 15,17% (Q25), 14,05% (Q50), 13,45% (Q100) pada kondisi mengembang, serta 15,10% (Q25), 13,74% (Q50), 13,37% (Q100) pada kondisi mengempis.

Annual flooding in the Juana River area, particularly in Pati Regency, is a recurring problem that affects residential areas and aquaculture ponds. This condition is influenced by extreme rainfall, tidal effects that generate backwater flow, and the limited storage capacity of the downstream river reach. The Juana River is equipped with the Juana Rubber Dam at STA 11+900; however, flooding still frequently occurs, indicating the need for evaluation and more effective mitigation alternatives. This study aims to analyze flood conditions and evaluate flood control measures in the downstream section of the Juana River. The study area covers the reach from the Juana Rubber Dam to the Juana River estuary. The analysis includes flood routing under two dam operation conditions (inflated and deflated) and an evaluation of storage capacity improvement through river normalization at the storage reach upstream of the Pati Rubber Dam. The selected normalization alternative applies a 1:2 side slope cross-section due to its stability and safe flow conveyance under both high tide and low tide conditions. The results show that the maximum routed discharge under the inflated dam condition is 836.59 m³/s, while under the deflated dam condition it reaches 971.20 m³/s. The normalization increases the storage volume from 11,893,311.73 m³ to 30,654,391.342 m³ and reduces flood flow before overtopping the dam by 61%. Furthermore, hydraulic modeling indicates that normalization reduces overflow, with the maximum reduction occurring during low tide conditions, reaching 15.17% (Q25), 14.05% (Q50), and 13.45% (Q100) for the inflated condition, and 15.10% (Q25), 13.74% (Q50), and 13.37% (Q100) for the deflated condition.
