Abstract

Kegiatan bongkar muat kapal yang bersamaan dengan kegiatan receiving dan delivery bisa menjadi hal baik karena kegiatan yang berbeda bisa berjalan secara paralel. Namun dengan sumber daya yang terbatas seperti di Dermaga Internasional, Terminal Tiga, Tanjung Priok kegiatan yang berbeda jika dilakukan secara bersamaan maka akan menciptakan masalah kepadatan. Ketika alat bongkar muat yang sedang melayani kapal juga harus melayani receiving delivery maka beban kerja akan tinggi dan bisa menyebabkan kepadatan. Maka dari itu penelitian ini bertujuan untuk menemukan solusi kegiatan operasional yang dapat memaksimalkan sumberdaya yang ada tanpa harus mengorbankan produktivitas. Metode yang digunakan adalah Discrete Event Simulation, semua kegiatan di terminal petikemas akan masuk kedalam cakupan simulasi. Pada penelitian ini terdapat empat skenario diantaranya Prioritas Blok, Sharing Container Yard, Buffer dan Terminal Booking System. Skenario berorientasi pada pembagian lokasi kerja dan waktu kerja. Skenario terbaik didasarkan pada profit tertinggi, profit nantinya akan di pengaruhi oleh produktivitas alat bongkar muat. Berdasarkan skenario kegiatan operasional yang sudah dibuat didapatkan bahwa skenario terbaik untuk PT PBM Tangguh Samudera Jaya adalah skenario Prioritas Blok dengan profit sebesar Rp 19,971,035,436.47, sedangkan untuk PT PBM Olah Jasa Andal adalah Terminal Booking System dengan profit sebesar Rp 10,705,609,739.27

Simultaneous vessel loading and unloading activities alongside receiving and delivery operations can be advantageous because multiple processes may run in parallel. However, with limited resources—as found at the International Wharf, Terminal Three, Tanjung Priok—performing these activities concurrently may lead to operational congestion. When handling equipment assigned to vessel operations must also serve receiving and delivery tasks, workload capacity becomes strained, increasing the likelihood of bottlenecks. Therefore, this study aims to identify operational strategies that optimize existing resources without compromising productivity. A Discrete Event Simulation method was employed, incorporating all terminal activities into the simulation scope. Four operational scenarios were developed: Block Priority, Shared Container Yard Allocation, Buffer System, and Terminal Booking System. Each scenario focuses on optimizing workstation allocation and scheduling. The optimal scenario selection is based on the highest achievable profit, which is influenced by equipment productivity. Based on the operational scenario evaluation, the optimal configuration for PT PBM Tangguh Samudera Jaya is the Block Priority scenario, generating a profit of IDR 19,971,035,436.47. Meanwhile, the optimal configuration for PT PBM Olah Jasa Andal is the Terminal Booking System scenario, generating a profit of IDR 10,705,609,739.27.
