Abstract
Perkembangan rasio elektrifikasi sejak tahun 2014-2024 di Pulau Kalimantan sangat meningkat sehingga pengaruh terhadap kehidupan masyarakat terutama di Provinsi Kalimantan Tengah hampir semua kegiatannya memerlukan suplai listrik. Kabupaten Barito Utara sebagai salah satu yang terus berusaha untuk memenuhi kebutuhan energi listrik warganya yang masih belum berlistrik terutama pada daerah 3T (Terluar, Terdepan, dan Tertinggal) melalui program Rasio Elektrifikasi (RE). Dengan cakupan wilayah yang cukup luas ini tentu menjadi tantangan tersendiri dalam proses pemerataan suplai listrik sampai daerah 3T. Guna pemenuhan target RE Nasional dan beragam jenis pembangkit yang tersedia saat ini di Kabupaten Barito Utara serta untuk mendukung transisi Energi Baru Terbarukan (EBT) maka PLN melakukan penyambungan jaringan listrik eksisting dengan jaringan listrik baru melalui skema perluasan jaringan pada daerah perkotaan. Sedangkan untuk daerah 3T dilakukan pemanfaatan energi baru terbarukan seperti pembangunan PLTS yang mampu memberikan suplai listrik selama 24 jam sehari. Kendala utama PLN di Pulau Kalimantan guna merealisasikan program RE ini antara lain ketersediaan akses jalan beserta kondisi jalan yang kurang memadai untuk armada transportasi material infrastruktur jaringan listrik, kondisi cuaca (hujan dapat memperlambat progres pekerjaan), dan perizinan untuk infrastruktur jaringan listrik tegangan 20 kV baik dari perorangan, kelompok maupun organisasi atau badan usaha. Pada penelitian ini dalam penggantian PLTD eksisting menjadi PLTS Off Grid di ULD Gunung Purei, direncanakan menggunakan panel surya bahan monocrystalline sejumlah 940 unit, 5 unit inverter kapasitas 100 kW per unit, 1 set PCS kapasitas 500 kW dan 27 set baterai kapasitas 108,93 kWh per set dan luas lahan minimum yang dibutuhkan sebesar 2.539 m2 dengan Performa Ratio mencapai 34,78%. PLTS yang direncanakan sebagai pemanfaatan energi baru terbarukan telah memperhatikan pola beban operasi dan tingkat efisiensi PLTS sehingga dapat memberi dampak terhadap sistem kelistrikan yang sudah ada agar PLN bisa lebih efisien mendukung mencapai bauran EBT sebesar 23% pada tahun 2025 nanti.

The electrification ratio on the island of Kalimantan has increased significantly from 2014 to 2024, significantly impacting people's lives, especially in Central Kalimantan Province. North Barito Regency is one of the regions that continues to strive to meet the electricity needs of its residents who still lack access to electricity, especially in the 3T (Outermost, Frontier, and Disadvantaged) areas through the Electrification Ratio (RE) program. This vast area presents a unique challenge in ensuring the equitable distribution of electricity to these 3T areas. To meet the National RE target and utilize the various types of power plants currently available in North Barito Regency, as well as to support the transition to New and Renewable Energy (EBT), PLN is connecting the existing electricity grid to the new grid through a network expansion scheme in urban areas. Meanwhile, in the 3T areas, renewable energy is being utilized, such as the construction of solar power plants (PLTS) capable of providing a 24-hour electricity supply. The main obstacles facing PLN (State Electricity Company) in Kalimantan in implementing this RE program include inadequate road access and road conditions for transporting electricity grid infrastructure materials, weather conditions (rain can slow work progress), and permits for 20 kV electricity grid infrastructure from individuals, groups, organizations, or business entities. This research plans to utilize 940 units of monocrystalline solar panels, 5 inverters with a capacity of 100 kW each, 1 PCS unit with a capacity of 500 kW, and 27 battery sets with a capacity of 108.93 kWh per set, achieving a Performance Ratio of 34.78%. The minimum land area required is 2,539 m² to replace the existing PLTD with an off-grid PLTS in ULD Gunung Purei. The PLTS, designed as a renewable energy solution, has been developed to align with the operating load pattern and system efficiency. It is expected to positively impact the existing electricity system and enable PLN to operate more efficiently, supporting the achievement of a 23% EBT mix by 2025.
