Abstract

Di tengah dinamika pembangunan Kota Surabaya, bangunan bersejarah menghadapi tekanan perubahan fungsi serta risiko degradasi nilai warisan budaya. Gedung PT Perkebunan Nusantara XI (eks Handels Vereeniging Amsterdam/HVA) merupakan bangunan warisan kolonial yang memiliki nilai historis, arsitektural, sosial, dan ekonomi, serta mengalami transformasi fungsi dari pusat perdagangan kolonial menjadi kantor Badan Usaha Milik Negara (BUMN) sekaligus destinasi wisata edukasi heritage. Transformasi tersebut mendorong analisis terhadap kemampuan pendekatan adaptive reuse dalam mempertahankan dan meningkatkan nilai bangunan bersejarah dalam konteks pembangunan kota berkelanjutan. Penelitian ini bertujuan untuk menganalisis perubahan nilai dan fungsi Gedung PTPN XI Surabaya melalui pendekatan adaptive reuse dalam kerangka pembangunan kota berkelanjutan. Penelitian berfokus pada tiga aspek utama, yaitu: (1) menganalisis keseimbangan antara pelestarian nilai sejarah dan pemenuhan kebutuhan fungsional kontemporer; (2) mengkaji pola interaksi serta kontribusi lintas sektor antar pemangku kepentingan dalam mendukung pelestarian adaptif; dan (3) menelaah karakter penerapan adaptive reuse sebagai respons terhadap dinamika transformasi urban dan pembangunan kota berkelanjutan. Secara teoretis, penelitian ini didasarkan pada konsep adaptive reuse bangunan bersejarah, prinsip pembangunan perkotaan berkelanjutan, serta kerangka Sustainable Development Goals (SDGs) 2030, khususnya SDG 8, SDG 11, dan SDG 12. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam, observasi lapangan, dokumentasi, dan studi literatur dengan informan yang dipilih secara purposive. Analisis data dilakukan menggunakan pendekatan analisis tematik serta pemetaan pemangku kepentingan berbasis pentahelix. Hasil penelitian menunjukkan bahwa penerapan adaptive reuse pada Gedung PTPN XI Surabaya mampu mempertahankan nilai sejarah bangunan melalui konservasi elemen utama, sekaligus mengaktifkan fungsi baru secara adaptif. Keberhasilan tersebut didukung oleh kolaborasi lintas sektor yang terarah, sehingga Gedung PTPN XI Surabaya berpotensi menjadi model penerapan adaptive reuse bangunan heritage yang selaras dengan pembangunan kota berkelanjutan dan pencapaian SDGs 2030.

Amidst the dynamics of Surabaya City development, historic buildings face pressure from changing functions and the risk of cultural heritage degradation. The PT Perkebunan Nusantara XI Building (former Handels Vereeniging Amsterdam/HVA) is a colonial heritage building with historical, architectural, social, and economic value, and has undergone a functional transformation from a colonial trading center to a State-Owned Enterprise (BUMN) office as well as a heritage educational tourism destination. This transformation encourages an analysis of the ability of the adaptive reuse approach to maintain and enhance the value of historic buildings in the context of sustainable urban development. This study aims to analyze the changes in the value and function of the PTPN XI Surabaya Building through an adaptive reuse approach within the framework of sustainable urban development. The study focuses on three main aspects, namely: (1) analyzing the balance between preserving historical values and fulfilling contemporary functional needs; (2) examining patterns of interaction and crosssector contributions between stakeholders in supporting adaptive preservation; and (3) examining the character of the application of adaptive reuse as a response to the dynamics of urban transformation and sustainable urban development. Theoretically, this research is based on the concept of adaptive reuse of historic buildings, the principles of sustainable urban development, and the framework of the Sustainable Development Goals (SDGs) 2030, specifically SDG 8, SDG 11, and SDG 12. This research uses a descriptive qualitative approach with a case study method. Data collection was conducted through in-depth interviews, field observations, documentation, and literature studies with purposively selected informants. Data analysis was conducted using a thematic analysis approach and pentahelix-based stakeholder mapping. The results of the study indicate that the implementation of adaptive reuse in the PTPN XI Surabaya Building is able to maintain the building's historical value through the conservation of its main elements, while simultaneously activating new functions adaptively. This success is supported by targeted cross-sector collaboration, so that the PTPN XI Surabaya Building has the potential to become a model for the implementation of adaptive reuse of heritage buildings that is in line with sustainable urban development and the achievement of the 2030 SDGs.
