Abstract

Banjir yang terjadi pada area Bendung Barugbug disebabkan kelebihan jumlah debit dari dua DAS yaitu DAS Ciherang dan DAS Cilamaya yang melebihi jumlah kapasitas Bendung Barugbug sebesar 604,64 m³/detik. Oleh karena itu, dilakukan perencanaan pelimpah darurat (emergency spillway) menggunakan saluran sungai lama yang sudah tidak dialiri air pada area Bendung Barugbug dengan tujuan untuk mereduksi kelebihan debit banjir yang mengarah ke Bendung Barugbug. Maka kajian ini dilakukan untuk mengetahui pengaruh pelimpah darurat terhadap aspek hidraulika aliran, stabilitas kekuatan pelimpah darurat dan rencana anggaran biaya yang aman untuk menjadi solusi permasalahan pada area Bendung Barugbug ini dengan menggunakan debit dominan yang kemungkinan banjir akan sering terjadi yaitu debit kala ulang sepuluh tahun. Pelimpah darurat direncanakan mengalirkan debit banjir sebesar 58,83 m³/detik dari debit banjir DAS Ciherang sebesar 188,83 m³/detik sehingga debit banjir menuju ke Bendung Barugbug sebesar 600,89 m³/detik. Tinggi muka air (H) dan mercu (P) masing-masing direncanakan 4,73 meter dan 3 meter dengan dasar elevasi hulu pada +28.00 m. Fr aliran air ketika melewati pelimpah hingga lantai transisi sebesar 4,51, oleh karena itu direncanakan Kolam Olak USBR Tipe III dan riprap setebal 0,25 m. Pada perhitungan stabilitas pelimpah darurat pada kondisi normal diperoleh kontrol terhadap guling (2,13 ≥ 2), kontrol terhadap geser (1,73 ≥ 1.3), Kontrol terhadap erosi bawah tanah (29.32 ≥ 6.82) dan Daya dukung tanah pada σmaks (1,521 < 8) σmin (0,564 > 0). Sementara itu pada saat kondisi banjir diperoleh kontrol terhadap guling (3,27 ≥ 2), kontrol terhadap geser (3.58 ≥ 1.3), Kontrol terhadap erosi bawah tanah (29.32 ≥ 6.82) dan Daya dukung tanah pada σmaks (3,573 < 8) σmin (1,594 > 0). Rencana anggaran biaya yang dianalisa sebesar Rp. 8.479.141.000,00 untuk perencanaan pelimpah darurat yang mengacu pada AHSP Kabupaten Karawang tahun 2025

Flooding in the Barugbug Weir area is caused by excessive discharge from two watersheds, namely the Ciherang Watershed and the Cilamaya Watershed, which exceeds the storage of the Barugbug Weir amounting to 604.64 m³/s. Therefore, an emergency spillway was planned by utilizing an abandoned river channel that is no longer actively flowing in the Barugbug Weir area, with the aim of reducing excess flood discharge directed toward the weir. This study was conducted to evaluate the effects of the emergency spillway on flow hydraulic characteristics, structural stability of the spillway, and a safe cost estimation as a solution to flooding problems in the Barugbug Weir area, using the dominant discharge with a ten-year return period, which represents a frequently occurring flood condition. The emergency spillway was designed to convey a flood discharge of 58.83 m³/s from the Ciherang Watershed flood discharge of 188.83 m³/s, resulting in a remaining flood discharge of 600.89 m³/s flowing toward the Barugbug Weir. The designed upstream water level (H) and crest height (P) were 4.73 m and 3.00 m, respectively, with an upstream foundation elevation of +28.00 m. The Froude number of the flow as it passed through the spillway to the transition floor reached 4.51; therefore, a USBR Type III stilling basin and 0.25 m thick riprap were designed. Stability analysis of the emergency spillway under normal conditions showed satisfactory safety factors against overturning (2.13 ≥ 2), sliding (1,73 ≥ 1.3), and piping erosion (29.32 ≥ 6.82), as well as adequate soil bearing capacity with maximum contact stress (σ_max = 1,521 < 8) and minimum contact stress (σ_min = 0.564 > 0). Under flood conditions, the structure also met stability requirements against overturning (4.67 ≥ 2), sliding (3.83 ≥ 1.3), piping erosion (29.32 ≥ 6.82), and soil bearing capacity with σ_max = 1.568 < 8 and σ_min = 0.411 > 0. The estimated construction cost for the emergency spillway planning is IDR 8.479.141.000,00 based on the 2025 Standard Unit Price Analysis (AHSP) of Karawang Regency.
