Abstract
Pelabuhan Pulau Baai merupakan pelabuhan utama yang terletak di Kelurahan Sumber Jaya, Kecamatan Kampung Melayu, Kota Bengkulu, Provinsi Bengkulu. Keberadaan Pelabuhan Pulau Baai menjadi salah satu sumber perekonomian dari Provinsi Bengkulu, dikarenakan arus barang yang masuk dan keluar di Provinsi Bengkulu melewati pelabuhan tersebut. Namun, pelabuhan tersebut mengalami kendala, seperti pendangkalan alur pelayaran karena tingginya tingkat sedimentasi dari pantai, rendahnya produktivitas alat bongkar/muat, dan pola operasi bongkar/muat curah cair menggunakan sistem truck lossing, sehingga mempengaruhi kelancaran aktivitas pelabuhan. Tugas Akhir ini bertujuan untuk menentukan rencana pengembangan Pelabuhan Pulau Baai yang paling optimal agar dapat beroperasi secara maksimal untuk melayani kapal dan barang kedepannya. Metode forecasting digunakan untuk memprediksi tren masa depan arus bongkar muat barang di pelabuhan. Metode optimasi digunakan untuk menentukan pengembangan pelabuhan yang paling optimal dengan tujuan maksimum keuntungan yang diperoleh. Metode Benefit Cost Analysis (BCA) digunakan untuk mengetahui kelayakan secara finansial dalam mengembangkan pelabuhan. Tugas Akhir ini menemukan bahwa pengembangan Pelabuhan Pulau Baai diperoleh Nett Present Value (NPV) sebesar Rp 94,03 miliar, Internal Rate of Return (IRR) sebesar 12,09%, dan Benefit Cost Ratio (BCR) sebesar 1,77 sehingga dapat disimpulkan bahwa pengembangan pelabuhan tersebut layak untuk dilaksanakan.

Pulau Baai Port is the main port located in Sumber Jaya Village, Kampung Melayu District, Bengkulu City, Bengkulu Province. The existence of Pulau Baai Port is one of the sources of economy for Bengkulu Province, because the flow of goods entering and leaving Bengkulu Province passes through this port. However, the port faces challenges, such as the silting of navigation channels due to high sedimentation levels from the coast, low productivity of loading/unloading equipment, and the use of a truck lossing system for bulk liquid cargo operations, which affects the smooth operation of port activities. This final project aims to determine the most optimal development plan for Pulau Baai Port so that it can operate at maximum capacity to serve ships and goods in the future. The forecasting method was used to predict future trends in cargo loading and unloading at the port. The optimization method was used to determine the most optimal port development with the aim of maximizing profits. The Benefit Cost Analysis (BCA) method was used to determine the financial feasibility of developing the port. This final project found that the development of Pulau Baai Port yield an Nett Present Value (NPV) of IDR 94,03 billion, a Internal Rate of Return (IRR) of 12,09%, and a Benefit Cost Ratio (BCR) of 1,77 thus concluding that the port development is feasible to implement.
