Abstract

Pulau Moyo merupakan salah satu wilayah di Kabupaten Sumbawa, Provinsi Nusa Tenggara Barat, yang secara geografis terpisah dari pusat pelayanan kesehatan utama sehingga masyarakatnya menghadapi keterbatasan dalam akses layanan medis, terutama pada kondisi gawat darurat. Pulau ini hanya memiliki fasilitas kesehatan dasar berupa puskesmas pembantu tanpa keberadaan dokter umum maupun spesialis, sementara untuk merujuk pasien ke RSUD Sumbawa Besar masyarakat harus menyewa kapal pribadi dengan biaya tinggi dan waktu tempuh yang lama. Minimnya sarana transportasi medis laut menunjukkan perlunya kapal ambulans cepat yang mampu memberikan respons darurat secara efektif. Dengan konsep High Speed Craft (HSC), kapal ambulans High Speed Ambulance Craft (HSAC) berbahan Fiber Reinforced Plastic (FRP) didesain sebagai solusi untuk meningkatkan kemampuan evakuasi medis di pulau tersebut. Proses desain dilakukan melalui penentuan operational scheme (jarak 27.3 nm dan durasi 55 menit), analisis payload berdasarkan kebutuhan ruang dan standar ambulans gawat darurat, serta penetapan ukuran utama kapal yang kemudian divalidasi melalui analisis teknis meliputi hambatan, daya mesin, berat, freeboard, trim, dan stabilitas. Dari hasil analisis, diperoleh ukuran utama akhir kapal: LOA 11,0 m; LPP 9,427 m; B 3,6 m; H 1,8 m; T 0,55 m dengan kecepatan operasional 30 knot. Menggunakan dua outboard dan satu generator sebagai suplai listrik, dan kondisi stabilitas kapal ambulance memenuhi kriteria Intact Stability HSC Code 2000. Moyo Island is one of the regions in Sumbawa Regency, West Nusa Tenggara Province, which is geographically separated from major healthcare facilities, causing its residents to face limited access to medical services, especially during emergency situations. The island only has basic healthcare facilities in the form of an auxiliary health clinic without the presence of general practitioners or specialists, while patients requiring referral to Sumbawa Besar General Hospital must rent private boats at high cost and with long travel times. The lack of adequate medical transport infrastructure highlights the need for a high-speed ambulance vessel capable of providing an effective emergency response. Using the High Speed Craft concept, a High Speed Ambulance Craft (HSAC) constructed from Fiber Reinforced Plastic (FRP) is designed as a solution to enhance medical evacuation capability in this island region. The design process includes determining the operational scheme (distance 27.3 nm with a duration of 55 minutes), conducting payload analysis based on spatial requirements and emergency ambulance standards, and establishing the ship’s principal dimensions, which are then validated through technical analyses covering resistance, engine power, weight, freeboard, trim, and stability. From the analysis results, the final principal dimensions of the vessel are obtained: LOA 11.0 m; LPP 9.427 m; B 3.6 m; H 1.8 m; T 0.55 m, with an operational speed of 30 knots. The vessel uses two outboard engines and one generator as the electrical supply, and the stability condition meets the Intact Stability criteria of the HSC Code 2000. The estimated construction cost of the vessel is Rp. 1.957.052.237,21-
