Abstract
Transformasi digital dalam ekosistem logistik kargo udara menghadapi tantangan signifikan, karena masih mengalami fragmentasi sistem informasi dan koordinasi multipihak yang rendah. Proses bisnis eksisting umumnya belum mampu merespons dinamika operasional secara adaptif, serta masih bergantung padaprosedur manual yang menyebabkan keterlambatan dan duplikasi informasi. Oleh karena itu, diperlukan rekayasa ulang proses bisnis untuk menciptakan sistem yang lebih efisien, terintegrasi, dan responsif terhadap perubahan. Penelitian ini bertujuan untuk merekayasa ulang proses bisnis kargo udara di Indonesia melalui pendekatan kombinatif antara Business Process Reengineering (BPR) dan Agent- Based Modeling (ABM), serta diperkuat dengan perspektif Autonomous Supply Chain (ASC) dan Graph-Based Digital Twin (GBDT). Model dikembangkan untuk mensimulasikan dinamika interaksi antara lima aktor utama yakni shipper, freight forwarder, maskapai, ground handling agent, dan bea cukai. Adapun hal-hal yang menjadi pertimbangan adalah variasi kesiapan digital, perilaku adaptif, serta hambatan interoperabilitas. Hasil simulasi menunjukkan bahwa sistem baru yang dirancang mampu menurunkan waktu clearance hingga 40% dan meningkatkan utilisasi kapasitas kargo lebih dari 85%, terutama ketika tingkat interoperabilitas digital melewati ambang batas sekitar 60% dan agen menerapkan aturan adaptasi berbasis kepercayaan. Penelitian ini juga mengonfirmasi bahwa perbaikan sistemik hanya dapat tercapai melalui kombinasi antara konektivitas digital dan koordinasi perilaku yang adaptif. Kontribusi utama dari disertasi ini adalah pengembangan kerangka hybrid BPR, ABM, ASC, GBDT yang mampu merepresentasikan kompleksitas interaksi dalam sistem logistik yang terfragmentasi. Temuan ini memberikan implikasi teoritis dalam perluasan model ASC dan GBDT, serta kontribusi praktis dalam merancang transformasi digital berbasis skenario untuk ekosistem logistik udara yang resilien dan kolaboratif.

Digital transformation in the air cargo logistics ecosystem faces significant challenges, where information systems remain fragmented and multi-party coordination is low. Existing business processes often fail to respond adaptively to operational dynamics and remain reliant on manual procedures that cause delaysand data duplication. Therefore, reengineering is essential to establish a more efficient, integrated, and responsive system. This study aims to redesign the air cargo business process in Indonesia, through a hybrid approach that combines Business Process Reengineering (BPR) and Agent-Based Modeling (ABM),supported by the perspectives of Autonomous Supply Chain (ASC) and Graph- Based Digital Twin (GBDT). The model simulates dynamic interactions among five key actor such as shipper, freight forwarder, airline, ground handling agent, and customs taking into account digital readiness, adaptive behavior, and interoperability constraints. Simulation results show that the redesigned system canreduce clearance time by up to 40% and increase cargo capacity utilization to over 85%, especially when digital interoperability exceeds a 60% threshold and agents adopt trust-based adaptive rules. The study also confirms that systemic improvement can only be achieved through a combination of digital connectivityand adaptive behavioral coordination. The main contribution of this dissertation is the development of a hybrid BPR, ABM, ASC, GBDT framework that captures the complex interactions within a fragmented logistics system. These findings offer theoretical implications for extending ASC and GBDT models, as well as practical insights for designing scenario-based digital transformation strategies toward a more resilient and collaborative air logistics ecosystem.
