Abstract
Terminal Petikemas Pelabuhan Boom Baru Palembang yang terletak di Sungai Musi melayani peti kemas domestik maupun internasional. Sejumlah peti kemas yang tidak terlayani, seperti yang terjadi pada Maret 2023 mengindikasikan keterbatasan kapasitas lapangan penumpukan. Jumlah peti kemas seperti itu akan terus bertambah seiring dengan peningkatan throughput. Pada tahun 2033, nilai Yard Occupancy Ratio (YOR) diproyeksikan akan melebihi batas operasional 70% dan meningkat hingga 103% pada tahun 2052, yang mengakibatkan muatan tidak tertangani lebih dari separuh kapasitas terminal. Penelitian ini bertujuan untuk menganalisis kebutuhan pengembangan lapangan penumpukan serta mengevaluasi alternatif pengembangannya, yaitu pembangunan lapangan penumpukan darat dan terapung. Proyeksi throughput dilakukan berdasarkan data tahun 2014-2018. Kebutuhan fasilitas direncanakan untuk kedua alternatif. Kelayakan investasi keduanya dihitung dengan menggunakan metode NPV dan IRR. Lapangan penumpukan darat seluas 4.193 m² dengan biaya investasi sebesar Rp 34,44 miliar dibangun untuk dapat melayani 1.174 TEU peti kemas yang tidak tertangani di tahun 2052. Sedangkan untuk lapangan penumpukan terapung dibutuhkan luasan sebesar 5.990 m² dengan biaya investasi sebesar Rp 65,70 miliar. Dengan menggunakan tarif penumpukan yang ada saat ini sebesar Rp 17.500/TEU, kedua skenario belum layak secara finansial. Analisis sensitivitas dilakukan untuk mengetahui besar tarif yang menyebabkan investasi menjadi layak sehingga didapatkan tarif minimum sebesar Rp 145.000/TEU untuk lapangan penumpukan darat dan Rp 835.000/TEU untuk lapangan penumpukan terapung.

The Container Terminal of Boom Baru Port, Palembang, located along the Musi River, serves both domestic and international container traffic. The occurrence of unserved containers, as observed in March 2023, indicates limitations in the capacity of the container yard. The number of unhandled containers is expected to continue increasing in line with throughput growth. By 2033, the Yard Occupancy Ratio (YOR) is projected to exceed the operational limit of 70% and to rise to 103% by 2052, resulting in more than half of the terminal’s capacity being unable to accommodate container traffic. This study aims to analyze the required expansion of the container yard and to evaluate development alternatives, namely the construction of a conventional land-based container yard and a floating container yard. Throughput projections were conducted using data from 2014 to 2018. Facility requirements were planned for both development alternatives. The financial feasibility of each alternative was evaluated using the Net Present Value (NPV) and Internal Rate of Return (IRR) methods. A land-based container yard with an area of 4,193 m² and an investment cost of IDR 34.44 billion is planned to accommodate 1,174 TEU of unhandled containers in 2052. Meanwhile, the floating container yard requires an area of 5,990 m² with an investment cost of IDR 65.70 billion. Using the current stacking tariff of IDR 17,500 per TEU, both development scenarios are not financially feasible. A sensitivity analysis was conducted to determine the tariff level required to achieve investment feasibility, resulting in minimum tariffs of IDR 145,000 per TEU for the land-based container yard and IDR 835,000 per TEU for the floating container yard.
