Abstract
Gula merupakan komoditas strategis nasional dengan tingkat konsumsi yang tinggi, sementara produksi gula dalam negeri belum mampu memenuhi kebutuhan secara merata di seluruh wilayah Indonesia. Kondisi geografis Indonesia sebagai negara kepulauan menyebabkan distribusi gula menjadi salah satu faktor kunci dalam mendukung upaya swasembada gula. Kalimantan sebagai wilayah dengan kebutuhan gula yang besar dan keterbatasan produksi lokal memerlukan sistem distribusi yang efisien, andal, dan berbiaya minimum. Tugas Akhir ini bertujuan untuk merencanakan model logistik door to door dari gula lokal ketika digunakan sebagai substitusi gula impor yang masih tinggi dengan biaya minimum dan penjadwalan pengiriman gula supaya demand pabrik dapat terpenuhi setiap harinya dalam satu tahun. Metode yang digunakan dalam perencanaan model logistik adalah Vehicle Routing Problem (VRP) untuk menentukan alternatif yang menghasilkan biaya minimum. Hasil dari analisis menunjukkan bahwa pola operasi dari pengiriman transportasi laut yang terpilih adalah multiport yang menggunaakn skema voyage charter hire dengan biaya total sebesar Rp. 23.766,383 Juta atau biaya unit sebesar Rp. 50.225/ton. Pada penjadwalan didapatkan biaya total yang terdiri dari biaya trucking dan biaya Gudang yang telah dilakukan sebesar Rp10.278,442 Juta. Hasil akhir perhitungan menunjukkan bahwa biaya yang diperoleh untuk melakukan pengiriman keseluruhan secara door to door sebesar Rp34.044,826 Juta atau biaya unit sebesar Rp 72.113 ton. Sehingga selisih biaya distribusi yang telah didapatkan mencapai 15% dari kondisi eksisting.

Sugar plays an important strategic role in Indonesia due to its high consumption level; however, domestic production has not been sufficient to evenly satisfy demand across all regions. As an archipelagic nation, Indonesia faces significant logistical challenges, making an efficient distribution system essential to support sugar selfsufficiency. Kalimantan, which experiences substantial sugar demand but has limited production capacity, requires an effective, reliable, and cost-efficient distribution framework.This study develops a door-to-door logistics distribution model utilizing locally produced sugar as a partial substitute for imported sugar, which remains dominant. The objective is to minimize total logistics costs while establishing a delivery schedule that ensures daily fulfillment of factory demand over an annual period. The Vehicle Routing Problem (VRP) approach is employed to identify the most cost-effective routing and transportation alternative.The results reveal that a multiport sea transportation pattern combined with a voyage charter hire scheme provides the optimal solution, generating a total cost of Rp 23,766.383 million or a unit cost of Rp 50,225 per ton. Furthermore, the scheduling evaluation indicates that trucking and warehousing activities contribute an additional total cost of Rp 10,278.442 million. Overall, the complete door-to-door distribution system results in a total cost of Rp 34,044.826 million, equivalent to a unit cost of Rp 72,113 per ton, achieving an estimated 15% reduction in distribution costs compared to the existing system.
