Abstract

Indonesia memiliki keanekaragaman sumber daya alam yang melimpah, salah satunya adalah perikanan. Pada triwulan-III tahun 2023, ekspor perikanan Indonesia mencapai US$4,1 miliar atau setara dengan Rp 64 triliun. Dalam mendukung kemajuan sektor perikanan, Pemerintah Indonesia bekerja sama dengan Agence Française de Développement (AFD) untuk mengembangkan pelabuhan perikanan berkonsep Eco-Fishing Port (EFP). Pelabuhan yang dikembangkan tersebut antara lain PPS Bitung, PPS Kendari, PPS Cilacap, dan PPS Belawan. Meskipun tidak seluruh pelabuhan perikanan menjadi sasaran pengembangan tersebut, PPS Kutaraja adalah salah satu pelabuhan perikanan di Indonesia yang berpotensi dikembangkan menjadi Eco-Fishing Port. Pelabuhan Perikanan Samudera Kutaraja memiliki sumbangsih yang besar dalam mendorong perikanan di WPP 572, sehinggga diperlukan pengembangan berbasis EFP demi tercapainya pelabuhan perikanan yang berkelanjutan. Berdasarkan, penilaian terhadap parameter kriteria Eco-Fishing Port, PPS Kutaraja memiliki hasil nilai indeks yaitu senilai 1,55 yang menunjukkan bahwa PPS Kutaraja belum memenuhi kriteria sebagai Eco-Fishing Port, sehingga perlu adanya pengembangan pada fasilitas dan oeprasionalnya. Pengembangan berfokus pada aspek lingkungan fisik yang memengaruhi operasional pelabuhan seperti pengadaan cold storage, penambahan Instalasi Pengolahan Air Limbah (IPAL), dan pemanfaatan Ruang Terbuka Hijau (RTH). Dengan dua skenario pengembangan yaitu skenario satu dimana cold storage menggunakan listrik konvensional , sedangkan skenario dua adalah cold storage dengan panel surya. Hasil yang diperoleh dari perhitungan skenario satu ada adalah dibutuhkan biaya sebesar Rp 8,4 miliar untuk cold storage dengan sistem listrik konvensional. Sedangkan untuk skenario dua, membutuhkan Rp 8,6 miliar dengan sistem cold storage bertenaga surya.

Indonesia boasts an abundant diversity of natural resources, one of which is fisheries. In the third quarter of 2023, Indonesian fisheries exports reached US$4.1 billion, equivalent to Rp 64 trillion. To support the advancement of the fisheries sector, the Indonesian Government is collaborating with the Agence Française de Développement (AFD) to develop fishing ports with the Eco-Fishing Port (EFP) concept. These ports include Bitung PPS, Kendari PPS, Cilacap PPS, and Belawan PPS. Although not all fishing ports are targeted for development, Kutaraja PPS is one of the fishing ports in Indonesia that has the potential to be developed into an Eco-Fishing Port. Kutaraja Ocean Fishing Port has a significant contribution in promoting fisheries in WPP 572, so EFP-based development is needed to achieve a sustainable fishing port. Based on the assessment of the Eco-Fishing Port criteria parameters, PPS Kutaraja has an index value of 1.55, indicating that PPS Kutaraja does not yet meet the criteria as an Eco-Fishing Port, so it needs development in its facilities and operations. Development focuses on physical environmental aspects that affect port operations such as the procurement of cold storage, the addition of Wastewater Treatment Plants (IPAL), and the utilization of Green Open Spaces (RTH). With two development scenarios, namely scenario one where cold storage uses conventional electricity, while scenario two is cold storage with solar panels. The results obtained from the calculation of scenario one are that it requires a cost of IDR 8.4 billion for cold storage with a conventional electricity system. Meanwhile, for scenario two, it requires IDR 8.6 billion with a solar-powered cold storage system.
