Abstract

Jaringan Distribusi Air (JDA) merupakan komponen vital dalam infrastruktur perkotaan yang berperan penting dalam menjaga keamanan pasokan air, mempertahankan kualitas air, serta mengoptimalkan manfaat ekonomi rekayasa. Pemilihan material pipa menjadi aspek krusial dalam perencanaan JDA karena material yang digunakan harus mampu menawarkan biaya yang rendah, masa pakai yang panjang, kebutuhan perawatan minimal, kondisi hidraulik yang baik, ketahanan terhadap beban eksternal, serta kinerja operasional yang andal. Keputusan pemilihan material secara langsung memengaruhi biaya siklus hidup pipa, dan keberlanjutan lingkungan. Penelitian ini menggunakan model pengambilan keputusan berbasis nilai (Value-Based Decision/VBD). Pengumpulan data dilakukan melalui kuesioner yang dibagikan kepada para pakar yang terlibat dalam proses pembangunan JDA. Metode Analytical Hierarchy Process (AHP) digunakan untuk memperoleh bobot kriteria keputusan pada atribut fungsi, sedangkan Life-Cycle Cost (LCC) digunakan pada atribut biaya untuk memperoleh nilai biaya yang selanjutnya dikonversi ke dalam skala atribut. Kriteria keputusan sebagai atribut fungsi dan variabel LCC sebagai atribut biaya, kemudian disintesa untuk dibangun struktur hierarki keputusan, dan diakhiri dengan simulasi pengambilan keputusan oleh stakeholder menggunakan metode VBD. Penelitian ini menghasilkan kriteria keputusan dalam pemilihan material pipa pada jaringan distribusi air yang meliputi kemudahan pemasangan, kemudahan pemasangan, kemudahan penanganan, kemudahan penyimpanan, berat dan portabilitas pipa, ketersediaan suku cadang, umur layanan, green economy, dampak lingkungan, dan probabilitas kegagalan, dengan alternatif material pipa berupa PVC dan HDPE. Adapun hasil simulasi VBD, baik regulator maupun operator menetapkan pipa HDPE sebagai alternatif terpilih. Perbedaan sudut pandang pengambil keputusan memilih pipa HDPE sebagai alternatif terbaik, di mana regulator menekankan pada kriteria probabilitas kegagalan, dampak lingkungan, dan umur layanan, sedangkan operator lebih memprioritaskan umur layanan, ketersediaan suku cadang, dan probabilitas kegagalan.

Water Distribution Networks (JDA) are vital components of urban infrastructure that play a crucial role in ensuring the security of water supply, maintaining water quality, and optimizing the economic benefits of engineering systems. The selection of pipe materials is a critical aspect in WDN planning, as the chosen materials must offer low cost, long service life, minimal maintenance requirements, favorable hydraulic conditions, resistance to external loads, and reliable operational performance. Decisions regarding pipe material selection directly affect the life-cycle cost of the pipeline system as well as environmental sustainability. This study employs a Value-Based Decision (VBD) model for decision-making. Data were collected through questionnaires distributed to experts involved in the development of WDNs. The Analytical Hierarchy Process (AHP) method was used to derive the weights of decision criteria under the functional attribute, while Life-Cycle Cost (LCC) analysis was applied to the cost attribute to obtain cost values, which were subsequently converted into attribute scales. The decision criteria as functional attributes and the LCC variables as cost attributes were then synthesized to construct a hierarchical decision structure, followed by decision-making simulations using the VBD method. This study identifies decision criteria for selecting pipe materials in water distribution networks, including ease of installation, ease of handling, ease of storage, pipe weight and portability, spare part availability, service life, green economy considerations, environmental impact, and failure probability, with PVC and HDPE as the material alternatives. The results of the VBD simulation indicate that both regulators and operators select HDPE pipes as the preferred alternative. Differences in decision-maker perspectives are reflected in the prioritization of criteria, where regulators emphasize failure probability, environmental impact, and service life, while operators prioritize service life, spare part availability, and failure probability.
