Abstract

Pemanfaatan Asbuton sebagai material strategis nasional masih belum optimal akibat tingginya biaya pengiriman dan belum terintegrasinya supply chain di wilayah kepulauan Indonesia. PT Pertamina sebagai distributor nasional menghadapi tantangan dalam memilih produsen, menentukan distributor, dan merancang rute pengiriman yang efisien di tengah variasi permintaan dan keterbatasan kapasitas kapal serta infrastruktur pelabuhan. Penelitian ini mengembangkan model jaringan distribusi tiga-lapis (produsen–distributor–provinsi) dengan mempertimbangkan batas kapasitas kapal 5.000 ton, mekanisme pemecahan muatan, serta biaya distribusi berbasis jarak geodesik dan biaya tetap pelabuhan. Solusi awal diperoleh melalui heuristic nearest-neighbor dan dioptimasi menggunakan Genetic Algorithm untuk meminimalkan total freight cost. Hasilnya, model mampu menurunkan jarak tempuh distribusi sebesar 17% untuk Asbuton B5/20 dan 50% untuk B50/30, menghasilkan penghematan biaya sekitar IDR 50 juta dan IDR 9,5 miliar. Tidak terdapat efisiensi untuk CPHMA karena permintaan terpusat. Rata-rata biaya distribusi tercatat USD 26,41/Ton untuk B5/20 dan USD 9,21/Ton untuk B50/30, menunjukkan efisiensi kompetitif untuk distribusi material konstruksi antarpulau. Studi ini berkontribusi dalam pengembangan pemodelan distribusi maritim melalui integrasi kendala kapasitas, shipment splitting, dan biaya tetap pelabuhan.

The utilization of Asbuton as a national strategic material is still not optimal due to high shipping costs and the lack of integration of the supply chain in the Indonesian archipelago. PT Pertamina, as the national distributor, faces challenges in selecting producers, determining distributors, and designing efficient shipping routes amid varying demand and limited ship capacity and port infrastructure. This study developed a three-layer distribution network model (manufacturer–distributor–province) considering a 5,000-ton ship capacity limit, cargo splitting mechanisms, and distribution costs based on geodesic distance and fixed port costs. An initial solution was obtained through the nearest-neighbor heuristic and optimized using a Genetic Algorithm to minimize total freight cost. As a result, the model was able to reduce distribution distance by 17% for Asbuton B5/20 and 50% for B50/30, resulting in cost savings of approximately IDR 50 million and IDR 9.5 billion. There was no efficiency for CPHMA due to centralized demand. The average distribution cost was recorded at USD 26.41/ton for B5/20 and USD 9,21/Ton for Asbuton B50/30, indicating competitive efficiency for inter-island distribution of construction materials. This study contributes to the development of maritime distribution modeling through the integration of capacity constraints, shipment splitting, and fixed port costs.
