Abstract

Penelitian ini bertujuan menentukan lokasi strategis Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) di Kota Bekasi dengan pendekatan multi-kriteria berbasis AHP–TOPSIS dan evaluasi kelayakan finansial melalui Cost–Benefit Analysis (CBA). Proses AHP digunakan untuk menentukan bobot kriteria, meliputi kepadatan kendaraan listrik, aksesibilitas, kesiapan infrastruktur energi, faktor sosial–ekonomi, jarak antar SPKLU, dan aspek lingkungan. Selanjutnya, TOPSIS diterapkan untuk menilai kedekatan alternatif lokasi terhadap kondisi ideal, sedangkan CBA digunakan untuk menilai kelayakan ekonomi proyek. Hasil penelitian menunjukkan bahwa kriteria paling berpengaruh adalah kepadatan EV, aksesibilitas, dan kesiapan infrastruktur energi. Mall Sumarecon Bekasi memperoleh nilai preferensi tertinggi (Ci = 1,0), menjadikannya lokasi prioritas utama untuk pembangunan SPKLU. Kantor Walikota dan Islamic Center masing-masing menempati posisi kedua dan ketiga, berfungsi sebagai lokasi sekunder untuk memperluas cakupan layanan dan mendukung stabilitas jaringan. Analisis CBA menunjukkan bahwa Mall Sumarecon memiliki BCR sebesar 0,98, hampir mencapai ambang kelayakan finansial, dengan manfaat sosial tambahan berupa pengurangan emisi karbon dan peningkatan kualitas udara. Hasil indikator kelayakan ekonomi lain, seperti ROI, NPV, IRR, dan Payback Period, selaras dengan CBA dan mendukung rekomendasi lokasi prioritas tersebut. Berdasarkan temuan ini, disarankan untuk segera membangun SPKLU di Mall Sumarecon sebagai lokasi prioritas, mengembangkan Kantor Walikota dan Islamic Center sebagai lokasi sekunder, serta melakukan monitoring, integrasi faktor sosial–lingkungan, perencanaan jangka panjang, dan edukasi masyarakat. Penelitian ini menegaskan pentingnya pendekatan holistik dalam penentuan lokasi SPKLU untuk mendukung mobilitas, keberlanjutan, dan pemerataan akses transportasi listrik di Kota Bekasi.

This study aims to determine the strategic locations for Public Electric Vehicle Charging Stations (SPKLU) in Bekasi City using a multi-criteria approach based on AHP–TOPSIS and financial feasibility evaluation through Cost–Benefit Analysis (CBA). The Analytic Hierarchy Process (AHP) was employed to establish criteria weights, including electric vehicle (EV) density, accessibility, energy infrastructure readiness, socio-economic factors, inter-station distance, and environmental aspects. Subsequently, TOPSIS was applied to assess the closeness of alternative locations to the ideal solution, while CBA was used to evaluate the economic viability of the project. The results indicate that the most influential criteria are EV density, accessibility, and energy infrastructure readiness. Mall Sumarecon Bekasi achieved the highest preference score (Ci = 1.0), designating it as the primary priority for SPKLU development. The City Hall and Islamic Center ranked second and third, respectively, serving as secondary locations to expand service coverage and support network stability. CBA analysis shows that Mall Sumarecon has a Benefit–Cost Ratio (BCR) of 0.98, approaching the financial feasibility threshold, with additional social benefits including carbon emission reduction and improved air quality. Other economic feasibility indicators, such as ROI, NPV, IRR, and Payback Period, are consistent with the CBA results and further support Mall Sumarecon as the priority location. Based on these findings, it is recommended to prioritize SPKLU construction at Mall Sumarecon, develop the City Hall and Islamic Center as secondary locations, and implement monitoring, integration of socio-environmental factors, long-term planning, and public education. This study emphasizes the importance of a holistic approach in SPKLU location planning to support mobility, sustainability, and equitable access to electric transportation in Bekasi City.
