Abstract

Occupational safety and health (OSH) has been a concern in the industry. As documented by ISO, about one death in 12 seconds due to occupational accidents in the workplace. Based on the data documented in 2018 by Badan Penyelenggara Jaminan Sosial (BPJS) Ketenagakerjaan, about 157.310 occupational accidents occurred in the industry around Indonesia. Another problem also reported which were the condition of occupational accident that is underreported. In 2024, Indonesia planned to complete the capital movement, which impacted the increase of investment in the industry around East Kalimantan. The author founds out the current condition of the company safety culture maturity as well as the 7 dimensions of safety maturity level which on level 4, indicates that the company already has decent safety awareness as well as risk perception. The result of safety maturity level arranged from lowest to highest values with arrangement of competence, responsibility, engagement & involvement, information & communication, leadership, organizational learning, and commitment. The author also found out that the observed industry has a historical record of doing safety culture maturity which is used to do a system dynamic model of the safety culture dimension system. The model of system dynamic is constructed by using a literature review and discussed with the expert. The result of safety maturity level used in the scenario modelling by using 3 lowest score as the critical factor that the company need to improve. The critical variable chosen is responsibility, engagement & involvement and competence. The result of simulation shows that the combination of responsibility and competence tend to have lower average growth of accident rate for combination of 2 critical variables. In single critical variables, responsibility have lower average growth. The observed industry may focus on the improvement of either 3 critical variables, or chosen 2 and single critical variables.
