Abstract

Kemajuan teknologi membawa banyak perubahan di dalam sektor kehidupan masyarakat, salah satunya adalah sektor publik dan pemerintahan. Contoh perubahan yang dilakukan pada sektor publik dan pemerintahan adalah e-government. Penerapan e-government mempermudah masyarakat dalam melakukan hubungan dengan pemerintahnya. Salah satu website e-government yang dikembangkan di Indonesia adalah SIPEMUDA Kubu Raya, yaitu website layanan Dispendukcapil online di Kabupaten Kubu Raya. Namun, sering terjadi beberapa keluhan terkait website tersebut. Keluhan tersebut berkaitan erat dengan aspek user experience. Penelitian ini membahas tentang analisis user experience website SIPEMUDA dengan mempertimbangkan aspek pragmatis dan hedonisnya. Penelitian ini menggunakan dua perspektif, yaitu perspektif ahli dan perspektif pengguna untuk menekan subjektivitas dalam penelitian user experience. Metode yang digunakan dalam penelitian ini adalah UEQ, Think Aloud, dan Metode Heuristik. Untuk memetakan hasil Think Aloud dan hasil dari metode heuristik ke dalam aspek pragmatis dan hedonis, maka digunakan alat berupa diagram afinitas untuk mempermudah penggolongan data. Didapat 70 partisipan untuk perspektif pengguna dan 10 partisipan untuk perspektif ahli. Hasil yang diperoleh menunjukkan bahwa variabel yang memiliki pengaruh hsignifikan terhadap hasil evaluasi adalah variabel pendidikan, pengalaman, serta kombinasi antara pendidikan dan pengalaman pengguna. Hasil dari kedua perspektif menunjukkan kesamaan antar keduanya, dimana webiste SIPEMUDA Kubu Raya dilihat sebagai website yang positif dan lebih baik dari sisi pragmatis. Hasil penggabungan data kualitatif diperoleh 19 evaluasi positif dan 20 evaluasi negatif. Hasil evaluasi negatif tersebut digunakan untuk menyusun rekomendasi perbaikan, sehingga didapatkan 25 rekomendasi perbaikan untuk SIPEMUDA Kubu Raya dimana 13 diantaranya merupakan rekomendasi prioritas yang dipilih dengan mempertimbangkan evaluasi dari perspektif ahli. Salah satu contoh rekomendasi yang diberikan adalah “menambahkan tombol bantuan pada halaman utama”.

Technological advances bring many changes in the sectors of people's lives, one of which is the public sector and government. An example of changes made to the public sector and government is e-government. The implementation of e-government makes it easier for people to contact their government. One of the e-government websites that is developing in Indonesia is SIPEMUDA Kubu Raya which is an online Dispendukcapil service website in Kubu Raya Regency. However, there are frequent complaints about the website. These complaints are closely related to aspects of user experience. This study discusses the analysis of the user experience of the SIPEMUDA website by considering its pragmatic and hedonic aspects. This study uses two perspectives, namely the expert perspective and the user perspective to suppress subjectivity in user experience research. The method used in this study is the UEQ, Think Aloud, and Heuristic methods. For Think Aloud results and the results of heuristic methods in pragmatic and hedonic aspects, an affinity diagram is used to facilitate data classification. The expected results of this study are to determine the level of user experience of the SIPEMUDA website and to determine the factors that influence it and provide recommendations regarding the results of the analysis that has been carried out. It obtained 70 participants for the user perspective and 10 participants for the expert perspective. The results obtained indicate that the variables that have a significant influence on the evaluation results are educational background, experience, and the combination of educational background and experience variables. The results from both perspectives were conformed with each other, where the SIPEMUDA Kubu Raya website is seen as a positive and better website from a pragmatic point of view. The results of combining qualitative data obtained 19 positive evaluations and 20 negative evaluations. The results of the negative evaluation were used to formulate recommendations for improvement, so that 25 recommendations for improvement for SIPEMUDA Kubu Raya were obtained, of which 13 were priority recommendations that were chosen by considering the evaluation from an expert perspective. One example of the recommendations given is “add a help button on the main page”.
