Abstract
Area Offtake Station sangat penting bagi Perusahaan Distribusi Gas (PDG) karena menjadi area pusat kontrol dalam mengatur tekanan dan suhu sebelum gas mengalir ke pipa-pipa pelanggan. Terjadinya kegagalan atau kerusakan komponen pada area ini dapat berpotensi menimbulkan pemadaman aliran gas, ledakan, dan punishment pada perusahaan karena tidak dapat memenuhi kebutuhan energinya. Dalam penelitian ini dilakukan identifikasi potensi kegagalan untuk menentukan tingkat prioritas kritis pada komponen dengan pertimbangan biaya menggunakan metode Integrated Criticality Component dan Cost Based Analysis sebagai bentuk penggabungan dari metode Failure Mode, Effect, and Criticality Analysis (FMECA) dan Cost Based Criticality (CBC) serta diakhiri dengan memberikan usulan langkah mitigasi. Penelitian ini dimulai dengan studi literatur review dan lapangan untuk mendapatkan teori dan data yang mendukung. Setelah itu dilakukan pengolahan data dengan membuat functional block diagram, identifikasi kegagalan komponen, perhitungan Criticality Analysis dan Cost Based Criticality serta identifikasi pendukung kegiatan maintenance menggunakan RCM II Decision Worksheet. Dari 10 komponen kritis Offtake Station terdapat 14 failure mode, berdasarkan perhitungan Criticality Analysis terdapat 3 komponen kritis dan berada pada kriteria intolerable yaitu air compressor dengan criticality number sebesar 4,91 x 10-2, shut down valve sebesar 2,96 x 10-2, dan pompa odorant sebesar 2,7 x 10-2. Setelah melakukan analisis RCM II Decision Worksheet didapatkan consequence evaluation untuk perhitungan cost-based criticality dan proposed task untuk pertimbangan usulan mitigasi. Berdasarkan analisis cost-based criticality dihasilkan urutan penentuan prioritas kritis komponen yaitu air compressor, shut down valve, pompa odorant, orifice chamber, gas chromatograph, slum shut off valve, filter meter, different pressure transmitter, chart recorder, dan flow transmitter. Akhir dari penelitian ini dihasilkan usulan mitigasi dengan proporsi tindakan mitigasi sebesar 88% kategori mitigation, 7% kategori transfer, dan 5% kategori avoidance serta estimasi biaya yang dibutuhkan untuk mitigasi adalah sebesar Rp1.857.157.127 per tahun.

The Offtake Station area is very important for the Gas Distribution Company (PDG) because it is the control center area in regulating pressure and temperature before gas flows into customer pipes. The occurrence of failure or damage to components in this area can potentially cause gas flow blackouts, explosions, and punishment for the company for not being able to meet its energy needs. In this study, the identification of potential failures to determine the level of critical priority on components with cost considerations using the Integrated Criticality Component and Cost Based Analysis methods as a form of amalgamation of the Failure Mode, Effect, and Criticality Analysis (FMECA) and Cost Based Criticality (CBC) methods as well as ends by providing proposed mitigation measures. This research begins with a literature review and field study to obtain supporting theories and data. After that, data processing is carried out by making functional block diagrams, identifying component failures, calculating Criticality Analysis and Cost Based Criticality and identifying support for maintenance activities using the RCM II Decision Worksheet. Of the 10 critical components of the Offtake Station there are 14 failure modes, based on the calculation of Criticality Analysis there are 3 critical components and are in intolerable criteria, namely the air compressor with a criticality number of 4,91 x 10-2, shut down valve of 2,96 x 10-2, and an odorant pump of 2,7 x 10-2. After analyzing the RCM II Decision Worksheet, a consequence evaluation was obtained for the calculation of cost-based criticality and a proposed task for consideration of proposed mitigation. Based on the cost-based criticality analysis, a sequence of critical priority components is generated, namely air compressor, shut down valve, odorant pump, orifice chamber, gas chromatograph, slum shut off valve, filter meter, different pressure transmitter, chart recorder, and flow transmitter. The end of this research resulted in mitigation proposals with the proportion of mitigation actions amounting to 88% in the mitigation category, 7% in the transfer category, and 5% in the avoidance category and the estimated cost required for mitigation was IDR 1,857,157,127 per year.
