Abstract

Semen Padang merupakan salah satu operational company Semen Indonesia yang melakukan pemasaran terhadap produk semen di wilayah regional 1 Semen Indonesia. Semen Padang memiliki beberapa fasilitas produksi yaitu satu fasilitas cement plant, 1 fasilitas grinding plant, 7 fasilitas packing plant, dan 2 fasilitas pusat distribusi. Fasilitas grinding plant dan packing plant mendapat pasokan bahan baku pengolahan dari fasilitas cement plant yaitu berupa klinker dan semen curah. Pengiriman semen dari fasilitas cement plant menuju grinding plant merupakan aktivitas transfer produk yang tidak mendapatkan revenue secara langsung. Sehingga perusahaan dituntut untuk bijak dalam mengelola pengiriman semen agar biaya yang dikeluarkan optimal. Biaya transportasi eksisting perusahaan dalam mengirimkan semen antar fasilitas maupun ke konsumen tahun 2021 yaitu sebesar 857 Milyar yang menyumbang 20% dari total biaya beban pokok keseluruhan. Nilai biaya produksi pada fasilitas produksi juga berada pada jumlah yang besar yaitu 1,8 Triliun. Kondisi over supply semen, harga bahan baku dan bahan bakar yang meningkat menjadi faktor yang menyebabkan tingginya biaya produksi pada fasilitas produksi. Penetapan jumlah alokasi produksi masing-masing fasilitas serta jumlah semen yang didistribusikan dengan tepat akan memberikan optimalisasi pada biaya, namun tetap memenuhi permintaan konsumen. Oleh karena itu, Tugas Akhir ini memodelkan jaringan rantai pasok yang optimal dalam mengalokasikan jumlah produksi dan distribusi semen. Tujuan penyelesaian Tugas Akhir ini adalah untuk meminimalkan biaya produksi dan transportasi perusahaan. Metode yang digunakan adalah Mixed Integer Linear Programming dengan mempertimbangkan permintaan setiap kabupaten/kota di wilayah Sumatera, inventory, dan kapasitas produksi masing-masing fasilitas. Model optimasi memberikan penurunan biaya produksi sebesar 3% dan biaya transportasi sebesar 2% dibandingkan biaya pada kondisi eksisting. Jumlah penurunan total biaya transportasi dan produksi adalah sebesar Rp 72.613.071.342 atau turun sebesar 2,66 % dari kondisi eksisting. Sehingga model memberikan kondisi biaya yang lebih baik dibandingkan kondisi eksisting.

Semen Padang is one of the operational companies of Semen Indonesia which carries out marketing of cement products in the regional 1 Semen Indonesia area. Semen Padang has one cement plant facility, 1 grinding plant facility, 7 packing plant facilities, and 2 distribution center facilities. The grinding plant and packing plant facilities receive raw materials for processing from the cement plant facility. The delivery of cement from the cement plant facility to the grinding plant is a product transfer activity that does not generate direct revenue. So the company is required to be wise in managing cement shipments so that the costs incurred are optimal. The company's existing transportation costs in delivering cement between facilities and to consumers in 2021 amounted to 857 billion, which contributed 20% of the total cost. The value of production costs at production facilities is also at a large amount, it's about 1.8 trillion. The condition of oversupply of cement, rising prices of raw materials and fuel are factors that lead to high production costs at production facilities. Determining total production allocation for each facility as well as total cement that is properly distributed will optimize costs, but still fulfill consumer demand. Therefore, this Final Project is to model the optimal supply chain network in allocating total cement production and distribution. The purpose of the model in this final project is to minimize the company's production and transportation costs. The method used is the Mixed Integer Linear Programming by considering the demand for each district in Sumatra, inventory, and the production capacity of each facility. The optimization model provides a reduction in production costs of 3% and transportation costs of 2% compared to costs in the existing condition. The total decrease in transportation and production costs was Rp. 72,613,071,342 or a decrease of 2,66% from the existing condition. So,the model provides better cost conditions than the existing conditions.
