Abstract
PT PP Properti Tbk. adalah anak perusahaan pengembang properti PT PP(Persero) Tbk. yang merupakan perusahaan properti Badan Usaha Milik Negara (BUMN) terkemuka dan terbesar di Indonesia (Media, 2019). Dengan mengusung continuous improvement sebagai salah satu core value perusahaan, PT PP Properti Tbk. senantiasa memperbaiki diri guna memenuhi kebutuhan pasar sehingga perusahaan memiliki pangsa pasar kelas menengah keatas yang menjanjikan. Kendati demikian, continuous improvement yang diusung ini belum diterapkan dengan sempurna dalam internal perusahaan. Hal ini dapat dilihat dari pengukuran kinerja perusahaan yang masih berfokus untuk mengukur aspek keuangan saja dan hanya pada level korporat sedangkan perusahaan memiliki berbagai cabang dan proyek di penjuru negeri. Oleh karena itu, diperlukan sistem pengukuran kinerja yang integratif nan sistematis sehingga seluruh aspek kinerja perusahaan dapat teridentifikasi dengan baik. Dalam penelitian ini, akan dilakukan perancangan sistem pengukuran kinerja pada salah satu proyek PT PP Properti Tbk. dengan menggunakan framework Balanced Scorecard (BSC). 4 perspektif yang dimiliki framework BSC, yaitu finansial, pelanggan, internal proses bisnis, dan pembelajaran dan pertumbuhan akan digunakan untuk menetapkan sasaran strategi dan Key Performance Indicator (KPI) yang selaras dengan visi, misi, dan tujuan perusahaan. KPI akan berfungsi sebagai indikator penilaian kinerja perusahaan yang dilengkapi dengan KPI properties untuk memperjelas tujuan dari masing-masing KPI. Tak hanya itu, akan dilakukan pembobotan menggunakan Analytical Hierarchy Process (AHP) untuk menentukan besar kontribusi tiap KPI beserta tingkat kepentingannya terhadap kinerja perusahaan. Setelah itu, akan dilakukan uji coba dengan menggunakan scoring system dan traffic light system. Perancangan sistem pengukuran kinerja ini menghasilkan 7 sasaran strategi dan 15 KPI. Berdasarkan uji coba yang dilakukan dengan dummy data visualisasi kondisi asli proyek didapatkan 12 KPI berwarna hijau merepresentasikan kinerja baik, 1 KPI berwarna kuning merepresentasikan kinerja cukup baik namun harus ditingkatkan, dan 2 KPI berwarna merah yang mengindikasikan butuh perbaikan segera.

PT PP Properti Tbk. is a subsidiary of property developer company PT PP (Persero) Tbk. which is the foremost and largest State-Owned Enterprise (BUMN) property company in Indonesia (Media, 2019). By carrying out continuous improvement as one of the company's core values, PT PP Properti Tbk. constantly improving itself to meet market needs so that the company has a promising middle class market share. However, the continuous improvement that has been carried out has not been implemented perfectly in the internal company. This can be seen from the company's performance measurement which still focuses on measuring the financial aspect only and only at the corporate level, while the company has various branches and projects throughout the country. Therefore, an integrated and systematic performance measurement system is needed so that all aspects of the company's performance can be identified properly. In this research, a performance measurement system will be designed for one of the projects of PT PP Properti Tbk. using the Balanced Scorecard (BSC) framework. The 4 perspectives of the BSC framework, namely financial, customer, internal business processes, and learning and growth will be used to set strategic goals and Key Performance Indicators (KPI) that are in line with the company's vision, mission, and goals. KPI will function as an indicator of the company's performance assessment which is equipped with KPI properties to clarify the objectives of each KPI. Not only that, as for the weighting process will be carried out using the Analytical Hierarchy Process (AHP) to determine the contribution of each KPI and its level of importance to the company's performance. Lastly, a trial will be carried out using a scoring system and a traffic light system. The design of this performance measurement system resulted in 7 strategic objectives and 15 KPIs. Based on trials conducted with dummy data representation of the original condition of the project, it was found that 12 green KPIs represent good performance, 1 yellow KPI represents fairly good performance but must be improved, and 2 red KPIs which indicate immediate repairs are needed.
