Abstract

Program Tol Laut membutuhkan armada kapal perintis yang selalu laik laut melalui kegiatan Docking. Namun, pemilihan galangan pada kondisi eksisting sering memicu biaya mobilisasidemobilisasi yang tinggi dan durasi perawatan yang tidak efisien. Penelitian ini bertujuan menyusun model optimasi penentuan lokasi docking armada kapal perintis agar total biaya tahunan dan waktu penyelesaian docking lebih minimum. Metode yang digunakan adalah Integer Linear Programming (ILP) untuk memilih galangan terbaik bagi setiap kapal dengan mempertimbangkan biaya docking dan biaya mobilisasi–demobilisasi. Biaya docking dihitung dari komponen jasa (tenaga kerja) dan material berdasarkan Repair List, sedangkan biaya mobilisasi–demobilisasi dihitung dari komponen biaya pelayaran (termasuk konsumsi BBM dan durasi pelayaran). Analisis waktu dan penjadwalan pekerjaan docking dievaluasi menggunakan Critical Path Method (CPM). Hasil menunjukkan bahwa total biaya Annual Docking sebesar Rp 56.869.360.448,79 dapat diturunkan menjadi Rp 46.372.096.359,98, atau terjadi penghematan Rp. 10.497.264.088,81(18,46%). Total biaya docking kapal mengalami penurunan dari Rp 40.650.005.726,00 menjadi Rp 33.148.376.387,36 (18,45%), dan total biaya mobilisasi–demobilisasi mengalami penurunan dari Rp 16.219.354.722,79 menjadi Rp 13.223.719.972,61 (18,47%). Berikutnya rata-rata durasi docking per kapal juga mengalami penurunan dari 30,47 hari/kapal menjadi 28,84 hari/kapal (5,35%). Model ini dapat menjadi dasar rekomendasi penugasan galangan dan perencanaan docking tahunan armada kapal perintis yang lebih efisien.

The Tol Laut program requires the continuous seaworthiness of pioneer vessels, which is maintained through annual docking activities. However, existing shipyard assignment practices often lead to high mobilization–demobilization costs and inefficient maintenance duration. This study aims to develop an optimization model for selecting docking shipyards for a fleet of pioneer vessels in order to minimize total annual cost and improve docking completion time. An Integer Linear Programming (ILP) model is employed to determine the optimal shipyard allocation for each vessel by considering both docking costs and mobilization–demobilization costs. Docking costs are estimated from service (labor) and material components based on the repair list, while mobilization–demobilization costs are calculated from voyage-related expenses, including fuel consumption and sailing time. In addition, docking work duration and scheduling are evaluated using the Critical Path Method (CPM). The results show that the total cost of annual docking under the existing condition, amounting to IDR 56.869.360.448,79, can be reduced to IDR 46.372.096.359,98 after optimization, yielding savings of IDR 10.497.264.088,81(18,46%). Docking costs decrease from IDR 40.650.005.726,00 to IDR 33.148.376.387,36 (18,45%), while mobilization–demobilization costs decline from IDR 16,219,354,722.79 to IDR 13.223.719.972,61 (18,47%). The average docking duration per vessel also improves from 30.47 days/vessel to 28.84 days/vessel. Therefore, the proposed model provides a practical basis for shipyard assignment and annual docking planning of pioneer fleets to achieve better cost efficiency and time performance.
