Abstract
Pembangunan Bendungan Bagong di Kabupaten Trenggalek merupakan bagian dari Proyek Strategis Nasional (PSN) yang bertujuan untuk meningkatkan ketahanan pangan, penyediaan air baku, serta pengendalian banjir. Laporan praktik keinsinyuran ini bertujuan untuk menganalisis metode pelaksanaan pekerjaan timbunan pada Main Dam, mengevaluasi pengendalian mutu, serta mengidentifikasi hambatan teknis dan non-teknis yang memengaruhi kinerja proyek. Metode yang digunakan dalam laporan ini adalah observasi lapangan dan analisis deskriptif terhadap data primer dan sekunder proyek. Hasil evaluasi menunjukkan bahwa hingga 24 Desember 2025, progres fisik pekerjaan mencapai 84,316% dari rencana 85,618%, sehingga terdapat deviasi negatif sebesar 1,302%. Secara teknis, pelaksanaan timbunan dilakukan secara bertahap (layer by layer) dengan pengendalian ketat mulai dari pemilihan material di borrow area hingga proses pemadatan di lokasi embankment sesuai spesifikasi teknis. Implementasi Sistem Manajemen Keselamatan Konstruksi (SMKK) telah berjalan sesuai dengan SNI ISO 45001:2018 dan Permen PUPR No. 10 Tahun 2021. Namun, terdapat kendala signifikan pada progres pembebasan lahan yang baru mencapai 94%, terutama terkait penyelesaian bidang tanah wakaf, serta adanya relaksasi masa konstruksi hingga Maret 2027 akibat efisiensi anggaran pemerintah. Laporan ini merekomendasikan perlunya peningkatan koordinasi antar-instansi serta penyusunan jadwal percepatan (recovery schedule) guna memastikan penyelesaian proyek tepat mutu, tepat waktu, dan tepat biaya.

The construction of the Bagong Dam in Trenggalek Regency is part of the National Strategic Projects (PSN) aimed at enhancing food security, raw water supply, and flood control. This engineering practice report aims to analyze the implementation methods of embankment works on the Main Dam, evaluate quality control processes, and identify technical and non-technical constraints affecting project performance. The methodology employed in this report includes field observations and descriptive analysis of both primary and secondary project data. The evaluation results indicate that as of December 24, 2025, the physical progress reached 84.316% against a planned 85.618%, resulting in a negative deviation of 1.302%. Technically, the embankment work was executed progressively (layer by layer) under strict supervision, ranging from material selection at the borrow area to the compaction process at the embankment site in accordance with technical specifications. The implementation of the Construction Safety Management System (SMKK) is in compliance with SNI ISO 45001:2018 and Minister of PUPR Regulation No. 10 of 2021. However, significant obstacles remain regarding land acquisition progress, which has only reached 94%, particularly concerning waqf land plots, as well as a relaxation of the construction period until March 2027 due to government budget efficiencies. This report recommends the necessity of strengthening inter-agency coordination and developing a recovery schedule to ensure project completion with the right quality, on time, and within budget.
